- Spouse and children can be added as dependants.
Documents
- Passport with enough validity and free pages.
- Employment or client contracts, payslips or invoices.
- Bank statements showing steady income.
- Health insurance.

Taxes for nomads
| Situation | How it is taxed |
|---|---|
| Malaysian-source income | taxed for everyone, including non-residents |
| Tax residence | 182 days or more in a calendar year, or linked periods |
| Resident rate | 0-30% progressive |
| Foreign income remitted by a resident | exempt until 31 December 2036 |
In practice salary from a foreign company is therefore not taxed for a pass holder. More on the Malaysia taxes page.
How the process works
- Check of profession and income for the right category.
- Online application and documents on the portal, fee payment.
- Approval and visa approval letter.

For long-term status there is a residence programme for affluent foreigners; see the Malaysia residence page.

Apostilles and notarised translations are not needed in most cases: documents are accepted in English. The main budget item is living in the country, so we calculate costs for the chosen city and family.
Timeline: from application to pass
- Preparation: we check the occupation and income and collect statements, contracts and insurance, usually one to two weeks.
- Filing on the portal of the state digital economy corporation and paying the fee.
- Review and background check: usually 6-8 weeks after a complete submission, longer if extra documents are requested.
- Approval letter, entry to Malaysia and endorsement of the pass in the passport.
- Renewal: we apply in advance, a few weeks before expiry, so there is no gap in status.
Russian citizens need no visa to enter Malaysia for up to 30 days, so you can arrive before approval, but living and working on the pass is possible only once it is issued.
Who the pass suits and who it does not
The pass suits remote employees of foreign companies, freelancers with foreign clients and digital professionals earning at least $24,000 a year. The employer must not be registered in Malaysia. For other remote occupations the threshold is higher, from $60,000 a year.
The pass does not suit those who want to join a Malaysian company or take local clients, or those planning permanent status: time on the pass does not lead to permanent residence or citizenship. Israeli citizens are not eligible. For a long life in the country we look at the residence programme for wealthy foreigners.
How to get approved the first time
- The occupation is not on the digital list, and income is below the $60,000 a year required for other remote occupations.
- Income is shown as a one-off: the statements lack regular payments, and the contract does not match the amounts in the account.
- The employer or clients are registered in Malaysia.
- The passport is valid for less than 14 months on the filing date.
- The insurance does not cover treatment in Malaysia or ends before the pass.
- Family members' documents are incomplete: no marriage or birth certificate in English.
Before filing we match every amount in the contracts against the statements and check document validity so the application does not go to a further request.
Family and children
A spouse and children under 18 receive the pass together with the applicant, with a fee of $140 (540 ringgit) each. They need passports, a marriage certificate and children's birth certificates in English or translated, plus insurance for each person. Family members may not work on their pass, so if a spouse also works remotely and meets the income threshold, it is better to get their own pass. Children usually attend international schools in Kuala Lumpur and Penang, where teaching is in English; places and fees are worth checking before the move.
Where to live: Kuala Lumpur, Penang or Johor Bahru
Kuala Lumpur is the capital with the widest choice of housing, coworking spaces and international schools. Penang is cheaper and calmer, with strong healthcare and an old town. Johor Bahru is next to Singapore and attracts those who often visit Singapore and want to live more cheaply. The choice of city affects the budget more than the pass itself, so we calculate costs for a specific area.
Alternatives in Asia
| Country | Condition | Term |
|---|---|---|
| Indonesia | income from $60,000 a year from abroad | 1 year |
| Japan | income from ¥10 million a year, only for citizens of 49 countries | 6 months, no extension |
| Thailand | one-off fee for a long-term card, from $19,350 | 5-20 years |
| Malaysia, residence | proven assets and income | 5 years, renewable |
Among remote work programmes, Malaysia stands out for its low threshold for digital occupations and the tax exemption for foreign income until 2036.
Taxes: an example
A developer earns $36,000 a year from a German company and lives in Kuala Lumpur for 200 days a year. Under Malaysian rules he becomes tax resident, but foreign income a resident brings into the country is exempt until 31 December 2036. In practice he pays nothing in Malaysia on this salary.
Taxes in the country of citizenship are a separate question. For example, someone who spends more than 183 days outside Russia in 12 consecutive months stops being its tax resident, and the rules for their income change. We calculate taxes in both countries before the move so the pass does not turn into an unexpected tax bill at home.
Housing and rent
Flats in Malaysia are usually let for a year, and a deposit of two to three months' rent plus a utilities deposit is requested when signing. Short-term rent for a month or two costs more but is handy while looking for a permanent home. No Malaysian address is needed for the pass application, but a lease will be needed to live on the pass: banks, schools and service providers ask for it.
Where to start
Send us in the chat a description of your work, the country of your employer or clients and statements for recent months. From them we determine the category: a digital occupation with a $24,000 annual threshold or other remote occupations with a $60,000 threshold. Then we check passport validity, choose insurance covering Malaysia and draw up a document list for each family member. If your income does not qualify yet, we suggest another Asian country with more suitable terms or a plan to build the required payment history.
What we do
We check which income category you fall into, prepare documents in English, file the application and track renewal. We quote the fee after a free consultation and fix it in writing.
