How to send money to Iran in 2026: a bank transfer to an Iranian account in rials and the rules of the sending country

In 2026 money goes to Iran by bank transfer to an Iranian account by Sheba number. On 8 October 2026 the Central Bank of Iran set 1,778,728 rials per dollar. The amount thresholds and documents are set by the sending country: in the EU a transfer of up to 10,000 euros goes without notification.

The rial rate and tomans: what sum to tell the recipient

In Iran prices are quoted in tomans: 1 toman equals 10 rials, so 1,778,728 rials is 177,873 tomans per dollar. The central bank rate is the official exchange system rate, while the market rate in Tehran is noticeably higher, and the recipient's bank converts the transfer at its own rate. Since 6 January 2026 the preferential rate of 285,000 rials per dollar has remained only for imports of medicines and wheat.

The rial is preparing for a denomination: the law came into force on 7 December 2025, and the new rial will equal 10,000 old ones. Preparation will take two years, after which both versions of the money will circulate for three years. In 2026 all accounts, rates and contracts are in old rials.

The Sheba account number and Iranian payment systems

Sheba is the Iranian international account number: two country letters, two check digits and 22 digits including the bank code, 26 characters in total. The central bank requires it for transfers from abroad, and it is also used inside the country. The cards of all banks are linked by the Shetab network, payment terminals by the Shaparak network, large interbank payments go through the Satna system and batch payments through Paya. All of them work in rials.

The recipient in Isfahan or Tehran sends the sender their Sheba number, full name as in the passport and the name of the bank. A mistake in a single digit of the number returns the transfer, so the number is checked against a bank statement, not from memory.

The rules of the sending country for transfers to Iran

In the EU, regulation 2025/1975 has applied since 30 September 2025. A transfer of up to 10,000 euros ($12,000) goes without formalities. A personal transfer through an Iranian bank of 10,000 to 40,000 euros ($45,000) requires prior written notification of the national authority, and a larger one requires an authorisation; for food, medicines and humanitarian purposes an authorisation is needed from 100,000 euros ($120,000). In the USA, since 24 August 2026, a personal transfer to Iran goes only under an individual Treasury licence.

So the route and the papers depend on where the sender lives: the bank of an EU country follows the regulation's thresholds, and a sender in another country follows the rules of their own bank and regulator. A large transfer to Iran: which documents to prepare

Since 28 September 2025 the UN resolutions on Iran and the list of the 1737 committee apply again: 43 individuals and 78 entities. The bank checks the recipient and their bank against it, and in June 2026 the FATF confirmed its countermeasures for Iran. The larger the sum, the more papers:
