Express Entry changes 2026: new high-wage CRS points

10 min read ·

Up to 150 points for experience and up to 100 for a job offer without an LMIA: Canada is bringing back rewards for work, but only for well-paid work. Who wins, who will not notice a thing, and what to do before November 3, 2026.

In short

  • On October 16, 2026 Canada's immigration ministry announced an Express Entry overhaul. The new rules take effect on November 3, 2026.
  • Canadian experience in a high-wage occupation earns up to 70 extra points, or up to 150 together with the standard experience points.
  • Job offers earn points again: 50, 70 or 100 depending on the occupation's wage level, and no LMIA is required.
  • The official list covers 186 occupations, from financial managers and lawyers to software developers, nurses and architects.

In detail

For a year and a half a Canadian employer could do nothing to help a foreign candidate win permanent residence: in March 2025 Canada scrapped points for job offers. From November 3, 2026 the points are back, and more generous than before. There is one condition: the reward goes only to people whose occupation pays at least 30% above the national median wage in Canada.

Immigration Minister Lena Metlege Diab announced the reform on October 16, 2026. For candidates with Canadian experience in the right occupations, it is the biggest change to the system in years. For someone applying from abroad with no Canadian job and no offer, almost nothing changes. Below are the numbers, the examples and what to do.

What Express Entry is and why points decide everything

Express Entry is Canada's online selection system for skilled immigrants seeking permanent residence. It runs three federal programmes: FSW (Federal Skilled Worker), FST (Federal Skilled Trades) and CEC (Canadian Experience Class, for candidates who have worked in Canada).

Candidates create a profile and receive points on the CRS (Comprehensive Ranking System, maximum 1,200 points) for age, education, language and experience. Every few weeks IRCC (Immigration, Refugees and Citizenship Canada) holds a round and sends an ITA (Invitation to Apply for permanent residence) to everyone above the cut-off. It is not an exam, it is an auction where the bid is your score. Twenty points can be the difference between an invitation and another year of waiting.

IRCC's own data show the scale of competition. On October 12, 2026 the pool held 229,456 profiles, 22,387 of them scoring above 500. In 2026 there have been 62 rounds and 143,467 invitations.

What changes on November 3, 2026

IRCC is adding a new block of points, the labour market integration factor. It is awarded either for Canadian work experience or for a job offer in a high-wage occupation. An occupation counts as high-wage if its median wage in Canada is at least 1.3 times the average median wage. There are three levels.

Occupation levelBonus for Canadian experience (12 months or more)Job offer points
2 times the median or more+70100
1.5 times the median or more+4070
1.3 times the median or more+2050

The experience bonus sits on top of the standard points for Canadian work experience, which reach up to 80 for 5 years. Hence the headline number: up to 150 points for experience. For a candidate with an accompanying spouse or common-law partner, the cap for the block is 140.

One key detail: experience and a job offer do not stack. If you qualify for both, the system takes whichever gives more. Experience counts if it was gained in Canada within the last 10 years in a TEER 0, 1, 2 or 3 occupation (TEER stands for Training, Education, Experience and Responsibilities, the skill level in Canada's National Occupational Classification, NOC; levels 0 to 3 cover managers and qualified professionals).

Which jobs made the list of 186

IRCC has published a list of 186 NOC occupation codes: 31 at the top level, 89 in the middle and 66 at the entry level. A few markers:

  • 2 times the median: engineering managers, financial managers, lawyers, veterinarians;
  • 1.5 times the median: software developers, registered nurses, pharmacists, civil engineers;
  • 1.3 times the median: web developers, social workers, architects, chemists.

The catch is that the occupation's wage counts, not yours. A developer earning more than a financial manager still stays at the developer's level. Canadian fairness: the statistics outrank your contract.

Job offers without an LMIA: what it means

An LMIA (Labour Market Impact Assessment) is a permit an employer obtains from the federal employment department by proving that no Canadian could be found for the role. It costs the employer 1,000 Canadian dollars per position and takes months. Many companies simply would not bother.

From November 3, 2026 no LMIA is needed for job offer points. In addition, a temporary public policy exempts FSW and FST candidates invited on or after November 3 from LMIA requirements when a job offer is used to establish programme eligibility. The offer itself still has to meet the rules: full-time, continuous work for at least one year after the candidate becomes a permanent resident.

Instead of an LMIA, an IRCC officer checks that the offer is genuine: whether the company is actually operating, needs the role, can pay the stated terms and complies with employment law. A revoked offer stops earning points. Buying a fake offer and sleeping soundly will not work: senior roles are exactly the ones that are easiest to verify.

How many points this adds in practice

Three examples from the official table, for a candidate without a spouse:

  • A developer with a year of work in Toronto. Experience used to earn 40 points; now it is 40 + 40 = 80. A total score of 480 becomes 520. The CEC round on October 15, 2026 closed at 519, so this candidate would clear the bar by one point.
  • A financial manager with an offer but no Canadian experience. Before November 3 the offer was worth zero; now it is worth 100 points. For someone abroad this is the most visible gain of the reform.
  • An engineering manager with 5 years in Canada. 80 + 70 = 150 points for experience alone. With a bonus like that, an invitation becomes a question of the next few rounds.

Extra points do not mean an automatic invitation: IRCC sets its own cut-off in every round. Here is what the latest rounds looked like.

Round date in 2026TypeInvitationsCut-off score
October 16French-language proficiency5,000435
October 15CEC, Canadian experience2,500519
October 13PNP, provincial nominees752772
October 1Trades occupations3,500476
September 16Senior managers with Canadian experience250389

Note the French round: 435 points against 519 in the general stream. Good French is still the cheapest way to jump the queue. The PNP (Provincial Nominee Program) cut-off is high because a provincial nomination alone adds 600 points.

What it means for applicants from Russia and the CIS

  • You already work in Canada. Check your occupation code against the list of 186. If it is there, your score rises automatically, and IRCC advises updating your profile before November 3 so that job offer details are complete and accurate.
  • You have a Canadian job offer. Your employer no longer needs an LMIA. That is a strong argument in negotiations: hiring you just became cheaper and faster.
  • You are applying from abroad with no experience and no offer. The reform gives you almost nothing. The workable route is to come and work first, for example through the Global Talent Stream, build a year of experience and then apply through CEC.
  • You have been in the pool for a while. Competition at the top will grow: candidates gaining up to 150 points will push others down. Language scores, and a second language, matter even more.

Russian citizens need a visitor visa to enter Canada, and a permanent residence application requires a language test (IELTS or CELPIP for English, TEF Canada or TCF Canada for French) and a credential assessment. Step-by-step guides are in our articles on permanent residence in Canada and how to get Canadian residency, and earlier rule changes are in our review of Canadian immigration in September 2026.

Which routes to Canada work now

RouteWhat it givesWho it suits
Global Talent Stream work permitA work permit and Canadian experience for future pointsTech specialists and engineers with an offer
Standard work permitWork for a specific employerThose who already have an offer

After permanent residence, citizenship requires 3 years of physical presence out of 5: see Canadian citizenship and our guide to Canadian citizenship for Russians. A Canadian passport cannot be bought through investment: the only road to it runs through permanent residence.

Our Canada services

The reform makes Express Entry more rewarding for those who build the route correctly: job, experience, points, invitation. We help you get through it without losing years.

If you are choosing a city, see our guide to Toronto and check your budget against our cost of living in Canada breakdown. All the country's programmes are on the Canada overview, and refusals and complex cases are handled by our lawyers.

If Canada does not add up

For a specialist without Canadian experience, some countries assess talent directly. The United States offers the national interest green card with no employer, the UK has the Global Talent visa, and Australia has residence for skilled professionals and investors. All options are compared on our talent and startup visas page.

We will review your case free of charge. Send us your occupation, age, language level and whether you have Canadian experience or an offer, and we will calculate your score under the new rules and show you the shortest route to an invitation.

FAQ

What changes in Express Entry on November 3, 2026?
New points arrive for Canadian experience and job offers in high-wage occupations. Experience of 12 months or more earns a bonus of 20, 40 or 70 points on top of the standard maximum of 80, for up to 150 in total. A job offer earns 50, 70 or 100 points, and no LMIA is required.
Which occupations count as high-wage?
Those whose median wage in Canada is at least 1.3 times the average median wage. IRCC's list has 186 occupations: financial managers and lawyers at the top level, software developers and nurses in the middle, web developers and architects at the entry level. The occupation's wage counts, not your personal salary.
Do experience points and job offer points stack?
The system counts only one of them, whichever gives more points. The cap for the block is 150 points for a candidate without a spouse and 140 for a candidate with an accompanying spouse or partner.
Will the reform help if I apply from outside Canada?
It will if you hold an offer from a Canadian employer in a listed occupation: such an offer is now worth up to 100 points without an LMIA. Without an offer or Canadian experience your score stays the same, and the smarter route is a work permit and a year of experience in Canada first.
What is the current Express Entry cut-off score?
The CEC round on October 15, 2026 closed at 519, the French-language round on October 16 at 435, and the trades round on October 1 at 476. The cut-off changes from round to round and depends on the type of draw.
