Personal accounts: Romania

A personal account in Romania is an account with an EU bank: euro payments across Europe, lei for domestic payments and a card for everyday spending. EU citizens need only an ID document and an address. Citizens of other countries can open an account with a passport, but the bank will ask why they need it in Romania specifically: work, study, residence, property or business. The clearer the link to the country, the better the chances.

Documents the bank asks for

  • Passport, plus a residence permit or visa if you have one.
  • Personal numeric code (CNP) from a Romanian residence permit, or a tax identification number for foreigners (NIF) issued by the tax authority (ANAF).
  • Proof of address in Romania or abroad.
  • Employment and income details, proof of the source of funds.
  • Purpose of the account and expected turnover.

Non-residents usually have to visit a branch. Banks mostly offer video identification to residents and EU citizens.

You become a Romanian tax resident if you have a permanent home there, spend more than 183 days in any 12 months, or have your centre of vital interests in Romania. Residents pay 10% income tax on worldwide income.

Deposit protection

Individual deposits are insured up to EUR 100,000, about $112,100, per depositor per bank. This is the uniform EU level.

Account information exchange

Romania takes part in the automatic exchange of financial account information (CRS) and reports non-residents' accounts to their country of tax residence. Income on a Romanian account should therefore also be reported at home where required.

Currency and payments

Romania is not in the euro area; the national currency is the leu. Banks open accounts in lei and euros, and euro payments across Europe go through SEPA as fast as domestic ones. At the European Central Bank rate of 05.10.2026 one dollar is about RON 4.76.

Can a non-resident open a bank account in Romania?
Yes. Banks open accounts for non-residents with a passport, usually a Romanian tax identification number for foreigners, and an explanation of what the account is for. A branch visit is normally required.
Do I need a residence permit for a Romanian account?
EU citizens generally need only an ID document and an address. Non-EU applicants without a residence permit find it harder but not impossible - it depends on the bank and on how clear your link to Romania is.
