A Dutch company cannot be formed without a notary, but even with one, mistakes cost more than the fees: a founder the notary cannot verify because of incomplete documents, an address where a company cannot be registered, an unfilled beneficial ownership register, a bank that refuses a foreign-owned company with no activity in the country.
