Company registration in Oman in 2026

A limited liability company with 100% foreign capital: registration through the single investor portal, taxes, residence and what holds things up.

Since 2020 the foreign investment law has let a foreigner own 100% of an Omani company in most activities, without a local partner. The exception is a short restricted list of activities reserved for Omani citizens. Registration is online through the single portal of the Ministry of Commerce, Industry and Investment Promotion.

According to the ministry, government fees for a standard limited liability company, including Chamber of Commerce membership and the municipal licence, are OMR 50-150, about $140-400, and total costs for a small company OMR 200-300, about $530-790. Registration takes from one week to 10 working days.

Oman is the first Gulf state to introduce personal income tax, under Royal Decree 56/2025. A company with foreign ownership pays 15% regardless of size, so we model taxes before registration.

Investor residence

The owner gets a work visa through the company. For long-term status there is the investor residence program: 5 years for investing at least OMR 250,000, about $650,200, in a company or property, and 10 years for at least OMR 500,000, about $1,300,400, or for a company employing at least 50 Omani citizens. For microenterprises the ministry cut the expatriate work permit fee to OMR 100, about $270, where there are no more than five foreign employees.

The law does not stop you from registering a company in Oman yourself through the government portal. But mistakes cost more than the fees: an activity on the closed list reserved for Omani citizens, an office and lease that do not qualify for the licence, documents without embassy legalisation, a missed tax registration.
