These are average asking prices; new builds by the sea and in central Tirana cost considerably more. In Tirana the time to sell an apartment has grown to 9-10 months: the market is not falling, but it is not selling out in a week either, so there is room to negotiate.

How to buy property in Albania: step by step

  1. Tax number and an Albanian bank account. Payment goes through a bank with a source-of-funds check.
  2. Check at the State Cadastre: ownership certificate, matching area and boundaries, building and use permits.
  3. Preliminary contract and deposit, for new builds a contract with a payment schedule.
  4. Final contract at a notary with an interpreter.
  5. Registration of title at the cadastre and the ownership certificate.

Since the 1990s a lot in Albania was built without permits and legalised later, so an apartment with a beautiful view and no ownership certificate is the most expensive purchase there is.

How much the purchase costs: taxes and fees

The notary and cadastre registration are paid at state tariffs. The seller pays 15% tax on the capital gain, and the annual housing tax is small and based on the building's value. Rental income is taxed; if the tenant is a company, it withholds the tax itself.

Example calculation. A 60 m² apartment in Durrës at the average price - about $90,000, plus the notary, registration and interpreter. Seasonal rental by the sea earns more in summer, but needs a manager and tax accounting.
