Second passport. Residence permit and citizenship by investment

A second passport and residence by investment are often confused, although they are different statuses. Citizenship by investment gives a passport in 3-9 months without moving, but there are few such programmes and almost all are outside the European Union: after the EU Court of Justice ruling of 29 April 2025 Malta stopped selling citizenship. Residence by investment, or a golden visa, gives the right to live in a country, and citizenship only after years of residence, exams and naturalisation. Golden visa terms change almost every year: Spain closed its programme, Portugal removed property, Greece raised thresholds, and in September 2026 Panama lowered the threshold for new builds. We keep all changes with dates and references to government decisions in the programme changes log.

How to choose: passport or residence

  • You need visa-free travel to Europe and a backup passport fast: the Caribbean programmes, if you are not a Russian or Belarusian citizen.
  • You need the cheapest and fastest passport without visa-free Schengen: Vanuatu, Nauru, São Tomé and Príncipe.
  • You need an asset you can sell: Turkey, and among residence options Greece, Cyprus, Panama.
  • You need the right to live in the EU: golden visas of Greece, Portugal, Hungary, Malta, Latvia.
  • You need permanent residence quickly and cheaply: Paraguay.

How the process works

  1. Pre-check: citizenship, countries of residence, past visa refusals, source of money. At this stage it is clear whether you will pass the government's checks.
  2. Documents: police certificates, civil records, statements, proof of source of funds, apostille and translations.
  3. Filing through a licensed agent: in Caribbean programmes applications are accepted only from one.
  4. Government due diligence, sometimes an interview.
  5. Investment after approval in principle, oath and issue of passports or residence cards.

Why applications are refused

  • Citizenship of a country for which the programme is closed: Caribbean programmes do not accept Russian and Belarusian citizens, and Saint Kitts and Nevis and Grenada refuse them even with a second passport.
  • Gaps in the money trail: the source of capital is not documented.
  • Sanctions, criminal proceedings, unexplained links to politically exposed persons.
  • Undisclosed US, UK or Schengen visa refusals.
  • An incomplete or contradictory document pack.

Risks to know about

A passport's value can change after you get it: the EU suspended visa-free travel for Vanuatu passports, and entry to the US on a Sierra Leone passport has been suspended since 1 January 2026. Citizenship by investment gives a passport in 3-9 months, but programmes are few, while residence by investment leads to a passport only after years of living in the country and exams. The usual mistakes: choosing a programme that is closed or restricted for your citizenship, failing to prove the source of funds in due diligence, not adding adult children and parents to the application in time. Citizenship by investment gives a passport in 3-9 months without moving. A golden visa gives the right to live in a country, and citizenship only after several years of residence, an exam and naturalisation.
What is the cheapest second passport in 2026?
Among open programmes, Nauru and São Tomé and Príncipe from $90,000 and Sierra Leone from $100,000. But these passports do not give visa-free Schengen travel. The cheapest Caribbean passport is Dominica, from $200,000.
Which citizenship by investment programmes are closed to some citizenships?
The Caribbean programmes are closed to Russian and Belarusian citizens. Vanuatu, Nauru, São Tomé and Príncipe, Sierra Leone, Turkey and Egypt are open, as are residence routes leading to citizenship, for example in Paraguay.
Are there still EU passports for investment?
No. After the EU Court of Justice ruling of 29 April 2025 Malta ended its programme. The EU now offers only residence by investment, for example in Greece, Portugal, Hungary and Malta.
Can I include my family in the application?
