A business bank account in Saudi Arabia is opened for a company registered in the Kingdom. For a company wholly owned by a foreign investor, the Saudi Central Bank rules require the bank to request the Ministry of Investment document confirming the foreign investor's registration (an investor licence until 2025), the commercial register extract, the manager's ID, and the parent company's commercial register and articles from its home country, certified by the Saudi embassy or apostilled.
Where a foreign investor starts
The process can be split into stages: according to the Ministry of Investment, the investor is registered first, and then certify the articles and obtain the commercial registration. For registration the ministry asks for the parent company's commercial register extract and its financial statements for the last financial year, certified by the Saudi embassy. A branch of a foreign company, unlike a limited liability company, pays in capital before the commercial registration and is processed manually, under the Central Bank rules.

Registration steps for a foreign company

Who a Saudi account suits
A Saudi bank account is for a company that operates in the Kingdom: selling to local customers, taking part in government procurement, employing staff, renting an office or warehouse. It can be opened only for a company or branch registered in Saudi Arabia, so the account is the last step of registration, not a separate service.
A foreign company that only needs to settle with Saudi clients without a presence in the country will not get a local account: payments are received into an account in its home country. For a wholly foreign-owned company the route starts at the Ministry of Investment.

Restrictions for certain nationalities
Citizens of Gulf Cooperation Council countries enjoy the rights of local investors in Saudi Arabia, and their share is subject to zakat instead of income tax. Holders of the Saudi special residency permit are exempt from some of the documents the Ministry requires from a foreign company.
Other foreigners register as foreign investors on general terms. There are no separate bans for citizens of Russia or Belarus, but the bank screens owners against international sanctions lists and asks for proof of the source of funds; we check whether your profile can proceed before preparing documents. Some activities are closed to foreign investors or require a Saudi partner.
What the bank monitors after opening
A Saudi bank ties the account to the company's valid documents. If the manager's ID has expired, the commercial register data has not been confirmed or the investor registration has lapsed, the bank blocks outgoing transactions under Central Bank rules until the documents are updated. So we put the annual confirmation of register data and the renewal of the manager's documents in the calendar in advance.
The bank also reconciles turnover with tax filings and staff records. Large incoming transfers from abroad without a contract and invoice are returned or held until explained.
Government contracts and the regional headquarters
For a foreign company counting on contracts with Saudi government bodies and state companies, an account and a commercial register entry may not be enough. Since 2024 government customers contract with foreign groups whose regional headquarters is in the Kingdom; there are exceptions for small contracts and for cases where no other supplier exists.
A regional headquarters is a separate registration with the Ministry of Investment, with its own requirements for functions and staff. Whether you need one depends on the share of government work in your plans, and it is worth deciding before choosing the company form.
