12 min read ·

Azerbaijan lets company heads and 51% founders, entrepreneurs, spouses of citizens and the information technology specialists of technology park residents work without a permit, and an employer can obtain your work permit while you are still abroad. Here is who works straight away, what the permit costs in manat and dollars, and how to get from a job to permanent residence.

Planning to work in Azerbaijan? A manager will check which route fits your job and family. Find my route

In short

In detail

Azerbaijan hires foreign specialists through an online procedure: the employer obtains your work permit, often while you are still abroad, and a long list of people work with no permit at all, from company heads and entrepreneurs to spouses of citizens and the information technology specialists of technology park residents. What decides your route is whether you already fall into that list, whether an Azerbaijani employer hires you, or whether you work for yourself.

The rules are set by the Migration Code, and the fees by the Law on State Duty. The fee also sets the speed: the employer chooses a review of 10, 15 or 20 working days. A permit runs for up to a year and is extended on request, so planning your route early keeps you working without a gap: a manager will check your route.

Who can work in Azerbaijan without a work permit

Article 64 of the Migration Code lists the people who sign an employment contract without a separate permit. The main ones for people moving to Azerbaijan:

  • permanent residents;
  • people running a business in Azerbaijan;
  • heads of companies founded in Azerbaijan with a foreign founder, and founders holding at least 51% who work in their own company;
  • heads and deputy heads of branches and representative offices of foreign companies;
  • spouses of Azerbaijani citizens, when the citizen is registered at a home address in Azerbaijan;
  • highly qualified migrants approved under the government programme, in their field;
  • technology park residents, for a company its head and deputies, and the information technology specialists they hire, as well as staff of the Alat free economic zone;
  • invited university lecturers, artists, coaches and athletes of registered sports clubs, accredited journalists and seafarers;
  • specialists on business trips of up to 90 days a year in the fields set by the government.

The most flexible of these is your own company: as its head, or as a founder with at least 51% who works in it, you work without a permit, and a company with a team in Azerbaijan is also a ground for residence and permanent residence. See company registration in Azerbaijan.

How an Azerbaijani employer hires a foreigner

The employer is a company, an individual entrepreneur or the branch of a foreign company. It applies to the State Migration Service in writing or online, and can do so while you are still abroad. The permit is granted for a vacancy that the employer needs to fill with a specialist of your qualification.

  • the labour authority gives its opinion on the local labour market within 5 working days, and silence counts as consent;
  • the decision comes within the term the employer paid for: 10, 15 or 20 working days;
  • the electronic permit is drawn up within 3 working days of the decision, and the employer downloads it once the fee is paid, within 30 days;
  • the employment contract runs for the term of the permit.

The employer files an application form, a copy of your passport, a notarised copy of your diploma or other proof of qualification, a note explaining why the job needs you, its own charter and registration certificate, and a certificate that you are free of the infectious diseases on the official list. Many documents are pulled from state databases automatically. We prepare the full set before the employer files.

Work permit fees and terms

The fee depends on the term of the permit and the speed of review. It covers both a new permit and an extension.

Permit termReview in 10 working daysIn 15 working daysIn 20 working days
Up to 3 months700 manat, ~$412500 manat, ~$295350 manat, ~$206
Up to 6 months900 manat, ~$530700 manat, ~$412600 manat, ~$353

Up to 2 years1,800 manat, ~$1,0591,600 manat, ~$9421,400 manat, ~$824

A permit is issued for up to 1 year, or for the term of the contract if it is shorter, and each extension adds up to 1 year; in the liberated territories, up to 2 years, which is where the longer terms in the table apply. The employer files for an extension at least 30 days before the permit ends. For the spouse and children under 23 of a highly qualified migrant, and for jobs in the liberated territories, every review term is 5 working days shorter. Dollar amounts use the manat rate of 15 October 2026, 1.70 manat to the dollar, and are rounded up.

Residence permit for work

To live in Azerbaijan on a work permit you also need a temporary residence permit, which you apply for yourself. It is issued for up to 1 year and extended for up to 2 years at a time. The fee depends on the term and speed:

Residence permit termReview in 15 working daysIn 20 working days
Up to 1 year160 manat, ~$95120 manat, ~$71
Up to 2 years, on extension320 manat, ~$189240 manat, ~$142

Investors from 500,000 manat and highly qualified migrants get residence for up to 3 years: 480 manat (about $283) in 15 working days or 360 manat (about $212) in 20. Children pay a lower fee, and for highly qualified migrants and their families every term is 5 working days shorter. Your passport must be valid for at least 3 months beyond the end of the residence permit. When you stay more than 15 days, your host registers you at your place of stay within 15 days of arrival; the residence card confirms registration and lets you enter and leave without a visa. All residence grounds are on the page Azerbaijan residence permit.

Changing jobs

When the permit or the contract ends, another employer can hire you with a new permit. If you have no new job or other ground to stay, you have 10 working days to leave. Planning the next job or another residence ground in advance keeps your stay continuous.

Working for yourself: entrepreneur or company

A person running a business in Azerbaijan works without a work permit, and a business with a team in Azerbaijan is a ground for both temporary and permanent residence. The entrepreneur employs at least 5 people full-time or 10 part-time, at least 80% of them Azerbaijani citizens, permanent residents or other groups listed in the law, and after the first year the residence is extended once the business reaches the turnover set by the government. These conditions do not apply to a business with a startup certificate or an investment promotion document, or to industrial park residents. An individual entrepreneur pays 20% of profit, or 2% of turnover under the simplified regime for turnover up to 200,000 manat (about $117,700) in any 12 consecutive months. Developers and consultants have a relief that brings the effective rate to about 5% on income up to 45,000 manat (about $26,471) a year.

As the head of a company set up in Azerbaijan with a foreign founder, or as a founder with at least 51% who works in it, you work without a permit and get residence once the company has the minimum paid-up capital set by the government. After the first year the residence is extended at the turnover set by the government, and after 2 years it leads to permanent residence. Rates and regimes are on the page Azerbaijan taxes.

We will help you choose the route

A job, your own company or family each lead to work in Azerbaijan, and the ground you choose also decides whether your years count toward permanent residence. A manager will check your case in the chat.

Highly qualified migrants

A highly qualified migrant is a specialist approved under the government programme. Such a migrant works in their field without a work permit, gets residence for up to 3 years with extensions of up to 3 years, and has every review shortened. Their spouse and children under 23 are not subject to the local labour check or the quota, every permanent residence decision term is 10 days shorter, and the language and law test is waived. A business visa lets a highly qualified migrant or an entrepreneur stay up to 180 days.

From work to permanent residence

Permanent residence is granted after 2 years of continuous temporary residence on grounds such as family ties with a citizen, investment of 500,000 manat (about $294,200), property worth 200,000 manat (about $117,700), a bank deposit or securities of the same amount, heading a company or a 51% stake in it, a business with a team in Azerbaijan, or the status of a highly qualified migrant. The years count when you live on one of these grounds, so if you plan to stay, choose a ground that counts from the start: your own company, investment, family or highly qualified migrant status. A manager will pick the ground for you.

The permanent residence fee is 450 manat (about $265) for a decision in 35 days, down to 300 manat (about $177) for 60 days; for highly qualified migrants and their families each term is 10 days shorter. The full route is in our article on permanent residence in Azerbaijan.

Taxes on salary

A tax resident spends more than 182 days in Azerbaijan in total in a calendar year, in one stretch or several. In the private non-oil sector the 2026 salary scale is 3% up to 2,500 manat a month (about $1,471), 10% on the part from 2,500 to 8,000 manat and 14% above, and on salaries up to 2,500 manat the first 200 manat are tax-free. The employee also pays 3% social insurance on the first 200 manat and 10% on the rest, 0.5% unemployment insurance and 2% medical insurance on salary up to 2,500 manat. On a salary of 1,500 manat the take-home pay is 1,287.5 manat, about $758. The full grid is on the page Azerbaijan taxes.
