A guide to Paraguay tax residency: zero tax, no need to live there

7 min read ·

Paraguay tax residency in 2025 is one of the simplest and most cost-effective routes to legal tax optimization for freelancers, investors and digital nomads. Under its territorial tax system, Paraguay does not tax income earned outside the country. And keeping the status does not require living in Paraguay year-round - occasional visits are enough. This guide explains how to obtain tax residency in Paraguay, what documents you need, what it costs and what the status gives you.

Tax residency in Paraguay

How do you become a tax resident of Paraguay?

To obtain Paraguay tax residency, you first secure temporary residency and then apply for a tax identification number (RUC). Crucially, maintaining the status does not require spending 183 days a year in the country - a single visit every three years is enough.

Step-by-step guide to obtaining tax residency

  • Obtain temporary residency. This means completing the immigration process and submitting an apostilled birth certificate and a clean criminal-record certificate.
  • Register with the tax authority. You sign the paperwork and provide a copy of your Paraguayan ID card (Cédula).
  • Receive your tax number (RUC), which confirms your status as a tax resident.

What documents do you need for Paraguay tax residency?

Before becoming a tax resident, you must first obtain temporary residency, which requires the following documents:

  • An apostilled birth certificate
  • An apostilled marriage certificate (if you are married)
  • An apostilled clean criminal-record certificate

Once you hold temporary residency, you visit the tax authority with a copy of your Paraguayan ID card.

How difficult is it to obtain tax residency in Paraguay?

The process is straightforward: you can quickly secure a tax status with zero tax on your worldwide income.

Is foreign income taxed in Paraguay?

No - Paraguay does not tax income earned outside the country. That said, certain categories such as capital gains, commissions and interest may be taxable.

How much does Paraguay tax residency cost?

Government fees for temporary residency and the tax number come to roughly $400.

State fees of about $400, and VAT returns every month

Mistakes cost more than the fees: applying without a local address, arriving without a complete file so the biometrics cannot be taken, missed monthly VAT returns after the tax number is issued, which bring penalties. Murblz support removes these risks: we prepare the documents before you arrive, organise the in-person filing and biometrics, obtain the ID card and tax number and handle the monthly returns. We guarantee professional work and a transparent process, and in most cases a result on the first application.

The cost of support depends on your family and whether you need monthly reporting; a manager will calculate it in the chat.

Do you need a local address in Paraguay to obtain tax residency?

Yes. A local Paraguayan address is required to set up your tax residency.

What obligations does a Paraguay tax resident have?

Once you hold tax residency, you are required to file a monthly VAT return.

Can you obtain Paraguay tax residency remotely?

No. You must travel to Paraguay in person to provide biometric data and receive your ID card.

Is income earned in Paraguay taxed?

If you do not remit money into Paraguay and do not earn from local sources, that income is not taxed. However, activity carried out within Paraguay - even when it serves clients abroad - may be subject to value-added tax (VAT).

Personal income tax in Paraguay is 8-10%, still lower than in most other countries.

Do you need to live in Paraguay 183 days a year to keep tax residency?

No. You need only visit once, 12 months after obtaining temporary residency, and thereafter once every three years after obtaining permanent residency.

Why is Paraguay so popular with digital nomads?

The main reason is its territorial tax system. It means digital nomads can obtain tax residency in Paraguay and substantially optimize their taxes. Unlike many other countries, Paraguay does not tax income earned beyond its borders.

So if you earn your money in the US, Europe or Asia, then as a Paraguayan tax resident you are not obliged to pay those taxes - provided you do not live in the country permanently.

How it works in 2026

QuestionNow
Migration lawNo. 6984/2022: temporary residence up to 2 years first, then permanent; investors from $70,000 get permanent residence at once
Tax residence certificateissued to those who spent more than 120 days in the country in a calendar year
Income tax8-10%, due when income from work and services exceeds 80 million guaraníes a year, ~$13,700
Salary and service fees from abroadnot taxed for individuals
Permitted absenceup to 1 year with temporary residence, up to 3 years with permanent

So the formula of tax residence without living there no longer works: you can keep residence while visiting rarely, but a tax residence certificate requires more than 120 days in Paraguay a year.

Residence and tax residence are not the same

The residence card gives the right to live in the country. The tax number lets you pay taxes and receive receipts. The tax residence certificate is a separate document shown to banks and your previous country's tax office. It is what proves you are no longer resident where you left. The previous country also applies its own rules: Russia, for example, keeps you resident with 183 days in the country in 12 months. How to stop being a Russian tax resident and prove it is covered in how to become a Russian tax non-resident.

What obligations arise

  • filing an annual income tax return if income from work and services in Paraguay is above the threshold;
  • monthly VAT returns only for those registered for VAT, for example running an activity in Paraguay;
  • renewing temporary residence and applying for permanent residence on time, in the card's last 3 months;
  • informing the migration office of changes of address, marital status or profession.
