A non-resident account in Togo: why it is opened in advance

On 1 August 2025 the central bank's instructions to the new 2024 regulation on external financial relations came into force in Togo and the other union countries. Now a bank opens any non-resident account, in francs or in foreign currency, after central bank approval, so the application is filed in advance, before the first large transfer. Approval is also needed for accounts in francs and euros that a bank previously opened at its own discretion.

Citizens of union countries living abroad open a CFA franc account on the same terms as residents. A foreign currency account is topped up only in its currency, and for spending in Togo money is exchanged into francs at the euro-pegged rate.

A house or plot in Togo: authorisation, registration and a notary

2018 is the year Togo adopted its land code, under which any deal where a foreigner gets land or a house from a citizen goes ahead with prior government authorisation. The same authorisation is needed for a lease longer than 9 years, and if a foreigner later sells the house to another foreigner, the buyer gets their own authorisation.

Only a registered plot is sold, and a notary handles the deal: registration in the land book comes before the sale, not after. So money for a purchase is sent after authorisation to the notary's account, and the bank matches the payment against the contract and the registration number.

A lease of a flat or house in Lome longer than three years is also certified by a notary, and rent for several years ahead is sent under that contract. If the sum is large, a manager will check the documents before the money is sent.
