West African instant payments: how money reaches wallets
On 30 September 2025 the Central Bank of West African States opened a shared instant payment platform for the eight countries of the union, Côte d'Ivoire among them. The platform works around the clock with no days off, and by October 2026 175 banks, wallet operators and microfinance institutions are connected to it, giving more than 38 million people access to instant payments.
A payment goes by phone or account number from any connected bank to any wallet and back, and the money arrives in seconds, even at night and on a holiday. From 2 November 2026 all transfers between different operators within the country will go only through the platform, and from 1 June 2027 transfers between union countries will start on the same terms: from Abidjan to Dakar, Cotonou or Lomé.

A plot or a house in Abidjan: how a foreigner pays for a purchase from abroad
2 documents decide the purchase of a plot in the towns of Côte d'Ivoire: the final concession order and its entry in the land register. With them a foreigner registers a town plot as their own property; in Abidjan the order is signed by the construction minister, and in other towns by local authorities on the minister's behalf. The plot is taken in an approved and registered neighbourhood, and the price of a state plot is paid in advance at the approved rate.
Under the 1998 law, rural land belongs to the state, public bodies and citizens of the country, so outside towns a foreigner takes a plot on a long-term lease. For a house in Abidjan, Grand-Bassam or Yamoussoukro this is no obstacle: the price is transferred to the account of the notary or the seller under the contract, and the bank matches the payment against the concession documents.

Before paying, check that the seller has the final concession order and not just a preliminary decision to allocate the plot. The country's capital is Yamoussoukro, but business life, notaries and bank head offices are concentrated in Abidjan. If the sum is large, a specialist will check the seller's documents before the money is sent.
Documents for a bank in Abidjan: up to $10,000, up to $100,000 and more
- Up to $10,000. The recipient's bank looks at the name, the account or phone number and the purpose of the transfer: family, studies, medical treatment.
- $10,000-$100,000. The sender shows a statement of their account and a contract: for renting a flat, studies, a supply of goods.
- From $100,000. The bank examines the source of the money and the sale contract together with the concession order. For such a sum a manager will prepare the documents in advance.
