On 14 July 2026 the National Bank of Rwanda moved all transfers between banks and mobile wallets onto a single national network under directive No. 45/2026 of 9 January. Now money moves in seconds in any direction: from bank to bank, from wallet to wallet, from a bank to a wallet and back.
The limit for one transfer is $6,800 (10 million francs), up from 2 million, and the fee is no more than 20 francs, with many banks charging nothing. Banks and wallets may set their own lower limits, and customers use the same apps and short codes as before. A complaint about a transfer is filed with your bank or directly with the central bank.

A plot or a flat in Rwanda: what a foreigner gets under the 2021 law
27/2021 is the number of the land law under which a foreigner obtains a plot on a long-term state lease of up to 99 years with renewal. To live in, they take one plot for a single-family house or one flat in an apartment building.
A larger plot or an investment requires an investor certificate from the Rwanda Development Board, often obtained through a company. The deal is concluded at a notary just as for citizens, and a foreigner renews the lease by application when the term is coming to an end and the plot has been built on according to plan.
The price of a flat or a plot is sent from abroad in one sum under the contract, and the bank matches it with the notary's documents. The plot's designated use is checked in advance against the district master plan, so that registration goes through the first time.
Transfers to Rwanda by amount: what to prepare for the bank
- Up to $10,000. The bank checks the name, the account or phone number and the purpose: family support, studies, medical care.
- $10,000-100,000. You need the sender's account statement and a contract: for rent, studies or reserving a flat.
- From $100,000. The bank examines the source of the money and the contract, and for investments the investor certificate. For such a sum a manager will help gather the documents.
