Luxembourg citizenship in 2026: how to get one of the world's strongest passports
Naturalization after five years, a Luxembourgish language exam, dual citizenship allowed - and no golden passports. An honest look at every route that actually works.
Luxembourg granted citizenship to 8,223 people in 2025, up 10.9% on the year before. Yet only 1,298 of them went through standard naturalization, the route for a foreigner with no family ties to the country. Everyone else used the simplified procedure for people with a special link to the country (spouses and descendants of Luxembourgers, children raised there, 20-year residents) or reclaimed an ancestor's nationality.
That last door shut on December 31, 2025. From 2026, anyone without relatives or roots in Luxembourg has exactly one road left: five years of legal residence, a Luxembourgish language exam and a civic course. Below is what changed in 2026, how the process works in practice, what it costs, where Luxembourg beats and trails its neighbors, and who should look elsewhere. What changed in Luxembourg citizenship in 2026
The nationality law itself, the law of March 8, 2017 on Luxembourgish nationality (loi du 8 mars 2017 sur la nationalité luxembourgeoise), is unchanged. Almost everything around it moved: the biggest route for people who never lived in the country closed, the bar for skilled workers rose, and the neighbors raised their prices and requirements.
- The ancestry window is closed. The deadline for recovery declarations (recouvrement) by descendants of a Luxembourger alive on January 1, 1900 expired on December 31, 2025. The City of Luxembourg states plainly that such requests are no longer considered from January 1, 2026. Files lodged before the deadline are being processed by the Ministry of Justice during 2026.
- A new 10-year passport. Since May 11, 2026, Luxembourg has issued a new passport. Adult passports are now valid for 10 years instead of 5, at the same price: about $60 standard and about $170 urgent.
- The EU Blue Card got pricier. For applications filed from March 3, 2026, the minimum salary for the EU Blue Card, the residence permit for highly qualified workers, rose from $71,400 to $73,900 a year. It is the main entry route for tech and finance professionals, and therefore the usual starting point of the five-year clock.
- The investor permit is on its way out. The government has tabled a bill to abolish the residence permit for non-EU investors. The reason is mundane: roughly 15 applications in seven years. Until the bill passes, the scheme formally remains open.
- Ukraine now allows a second passport. Ukrainian Law 4502-IX on multiple citizenship has been in force since January 16, 2026, and Cabinet of Ministers Resolution No. 589 of May 8, 2026 expanded the list of approved countries to 33. Luxembourg is on it.
- The neighbors got stricter. France now requires B2-level French plus a civic exam for naturalization, and its stamp duty jumped from about $65 to about $290 on May 1, 2026. Belgium charges about $1,200 per application. Germany scrapped its three-year fast track on October 30, 2025.
Against that backdrop, Luxembourg looks almost conservative: five years, a free procedure and dual citizenship are all still in place. What rose is the cost of a mistake, because there are fewer fallback routes.

Who gets a Luxembourg passport: the 2025 numbers
Four in five new Luxembourgers went through the simplified procedure rather than classic naturalization. Here is how the Ministry of Justice figures for 2025 break down.

One in four new citizens, 26.6%, does not live in Luxembourg at all. According to STATEC, the national statistics institute, they include 906 Brazilians and 596 Americans. Residence is waived only on the descent routes and for citizens' spouses living abroad, so these are mostly descendants of Luxembourgers. For that audience, 2026 marks the end of an era.
Across all new citizens, Portuguese (1,176) and French (1,090) nationals lead. Russians numbered 166 and Ukrainians 85, according to Ministry of Justice figures. No special rules apply to them: the requirements are the same as for a Portuguese or American applicant.
For scale: on January 1, 2026, Luxembourg had 690,959 residents, and 46.6% of them were foreign nationals. With nearly every second resident holding another passport, citizenship here is less a prize than the ordinary next step for people who stay.
Can you still get Luxembourg citizenship by descent?
Mass recovery through an ancestor alive on January 1, 1900 no longer works. Article 89 of the 2017 law allowed it with no exam and no move, but only for people who requested a certificate of descent from the Ministry of Justice by December 31, 2018 and then signed a declaration by December 31, 2025. Both deadlines have passed, and the ministry has announced no extension.
If someone offers to arrange citizenship through distant roots for a fee today, you are looking at outdated information or an intermediary profiting from other people's hopes. Two narrow descent routes do remain, and neither has a deadline:
- A parent, adoptive parent or grandparent was Luxembourgish. If nationality did not pass to you automatically, an adult can apply through the simplified procedure, often called the Article 23 route. No exam, no course and no residence are required. If you live abroad, however, you must file in person with the civil registrar of the City of Luxembourg, and in the grandparent case the nationality must not have passed to your parent.
- You may already be a citizen on paper. If nationality passed by law from parent to child in your family without a break, you may already be Luxembourgish and only need to prove it. The Luxembourg American Cultural Society (LACS), which handles such cases, describes the typical profile as an unbroken male line from an ancestor born within Luxembourg's borders between 1815 and 1948. This is often referred to as the Article 7 route.
Check documents, not family legends: birth and marriage certificates for every generation and the date your ancestor took another nationality. One break in the chain ends the whole route.

How long does it take to get Luxembourg citizenship?
The legal minimum is five years of lawful residence plus up to eight months for the Minister of Justice to decide. In practice you add months for a residence permit before the move and for an exam slot, so the honest horizon from moving to holding a passport is about six years.

Example calculation. A financial analyst moves to Luxembourg on a work contract in September 2026. Five years of residence are complete in September 2031. If the exam and course are already done, the application goes in immediately and the decision arrives by May 2032 at the latest: about five years and eight months from move to passport. Leave the language until year five and you add months hunting for an exam date and preparing.
The simplified procedure is faster in more than one way. The minister has four months, and if there is no objection in that time, nationality is acquired automatically. Naturalization has no such rule of tacit approval.
How much does Luxembourg citizenship cost?
Luxembourg charges nothing for citizenship, which in 2026 sets it clearly apart from its neighbors: Belgium asks about $1,200 per application, the Netherlands about $1,300, France and Germany about $290 each. Neither naturalization nor the simplified procedure carries a government fee, and the state partly refunds language costs.

How hard is the Luxembourgish language test for citizenship?
The exam covers only speaking and listening, and the whole thing takes under an hour. The difficulty lies elsewhere: Luxembourgish (Lëtzebuergesch) is barely taught outside the country, so preparation happens on the ground and over years, not in a couple of months.
Levels follow the Common European Framework of Reference (CEFR), where A1 is a beginner and C2 is native-like:
- Speaking, level A2 (elementary), 10 minutes. Five minutes of conversation on a chosen topic and five minutes describing one of three photos.
- Listening, level B1 (intermediate), 35 minutes. Three recordings: a radio announcement, an everyday conversation and a discussion on a specific topic.
You pass with at least 50% on the speaking part. If you fall short, listening can make up the difference, provided the average of both parts reaches 50%. There is no reading or writing, no limit on attempts, and the certificate never expires.
Nothing substitutes for it. Fluent French or German does not count, and neither does the language test for entering the civil service. The exemptions are narrow: residents of 20 years or more take a 24-hour introductory course instead, people with at least seven years of schooling in Luxembourg acquire nationality through the simplified procedure without the exam, and a specialist's medical certificate can grant an exemption. Luxembourg vs its neighbors: where is EU citizenship easier in 2026?
Luxembourg is no record-breaker on time: almost every neighbor except Switzerland also asks for five years. It wins on a free procedure and on having left its rules alone in 2025-2026 while neighbors raised fees and language bars. It loses on a rare language.

The takeaway for a typical mover: if you have not picked a country and have no language advantage, Luxembourg is cheaper and more predictable than its neighbors. Luxembourg citizenship for Russian and Ukrainian nationals in 2026
Luxembourg's nationality law does not sort applicants by passport. The differences come before and after: at the residence permit stage and in what happens to the first citizenship.
Russian nationals. There is no outright ban on residence or citizenship: 166 Russians became Luxembourgers in 2025. The obstacles are practical. EU visa and security checks have been noticeably tighter since 2022, and the criminal record certificate from Russia's Interior Ministry must be obtained, translated by a sworn translator and filed while it is less than six months old. After naturalizing, a Russian obligation remains: notify the Interior Ministry of the second citizenship within 60 days, or, if you are abroad at the time, within 60 days of entering Russia (a consulate also accepts the notice). Failing to do so is a criminal offense under Article 330.2 of the Russian Criminal Code.
Ukrainian nationals. Since January 16, 2026, Law 4502-IX lets Ukrainians hold a second citizenship without losing their Ukrainian one if the country is on the Cabinet of Ministers' list. Resolution No. 589 of May 8, 2026 extended that list to 33 countries, Luxembourg included. There is a catch on residence time, though. EU temporary protection now runs until March 4, 2028 (a Council of the EU decision of July 15, 2026), but Luxembourg's official portal guichet.lu notes that the temporary protection document does not confer a right of residence under immigration law. Is there a Luxembourg citizenship by investment?
No, and in 2026 the odds are even lower than before. Luxembourg has never had a citizenship-by-investment program, and the only investment route into the country, the investor residence permit (autorisation de séjour pour investisseur), is heading for the exit.
That permit requires at least $562,600 in an existing or new Luxembourg company, $3.4 million in an investment or management structure, or a $22.6 million deposit with a local financial institution. Real estate does not qualify. Around 15 applications came in over seven years, four of six filed in 2023-2024 were refused, and in 2025 the government tabled a bill to abolish the scheme, citing very low added value and a disproportionate administrative burden. Non-EU investors are pointed to the ordinary route instead: a self-employed permit to run their own business, for example after registering a company in Luxembourg.

Luxembourg citizenship: pros and cons
The main prize is not Luxembourg itself but the European Union behind its passport: the right to live, work and study in any of the 27 EU states without a permit. The main cost is the price of entry, paid not in money but in years of residence and a language used almost nowhere else.

The pitfalls: where applicants lose years
Most traps on the road to a passport are not the exam but formalities that are easy to miss in your first year in the country.
- Working there is not living there. Many people work in Luxembourg but live across the border in France, Belgium or Germany, where housing is cheaper. Only legal residence in Luxembourg counts toward citizenship.
- A gap in the final year. A long absence, a missed permit renewal or a gap between an old and a new residence card right before filing pushes your application back.
- Certificates expire. You need criminal record certificates from every country whose nationality you have held and from every country you lived in as an adult over the last 15 years. They are valid for six months, so collect them last.
- Leaving the exam until later. Sproochentest places are snapped up, and after a fail you can only re-register once results are out. Starting the language in year five costs months.
- Ancestry intermediaries. After December 31, 2025, any offer to recover citizenship through an ancestor alive in 1900 means paying for something that can no longer be done.
- Betting on the investor permit. The scheme is heading for abolition, and building a five-year plan on it is risky.
- Lying on the form. A concealed fact or false statement is grounds for refusal, and nationality obtained by fraud can be withdrawn later.
Who Luxembourg citizenship does not suit
Luxembourg does not sell its passport and no longer hands it to distant descendants. It grants it to people who have become part of the country, and that is the right starting point.
It suits professionals with job offers in finance, tech, logistics or the European institutions who are ready to live in the country for five years and learn the language from year one. Spouses of Luxembourgers: if the couple lives in the country, the length of the marriage does not matter, only the exam and the course. Families whose children will attend local schools. And people whose parent or grandparent was Luxembourgish.
It does not suit anyone who wants a passport without moving: for most people that route is gone from 2026. Cross-border commuters who live in France or Belgium and only work in Luxembourg. Anyone unwilling to spend years on a language hardly spoken outside the country. Anyone seeking low taxes. And Ukrainians whose only status is temporary protection, until they move to a regular residence permit.
