Citizenship of Saint Kitts and Nevis by investment for Russian nationals: how it works
Citizenship by investment is a process in which foreign nationals invest in a country and, in return, receive the right to its citizenship. There are several investment routes.
- A state fund. A non-refundable contribution to the country's economy.
- A business. Capital invested in a business within the country; these funds can be returned with a profit.
- Real estate. Buying commercial or residential property that can be rented out for income, or simply purchasing a home to live in and gaining citizenship as a bonus.
- Socially significant projects.
It is worth noting that investment really is the fastest way to obtain a second citizenship.
Many countries have currently suspended the issuance of passports to citizens of Russia and Belarus. Saint Kitts and Nevis also refuses Russians who hold another passport, and the second passport quiz shows programmes open to Russians. Let's look at citizenship of the Federation of Saint Kitts and Nevis by investment: whether Russian nationals can qualify, the benefits, the cost and the processing time.
Key conditions
- Investment amount: from $250,000.
- Processing time: from 6 months.
- Available to Russian nationals: issuance temporarily suspended.
About the country
Saint Kitts and Nevis is a two-island nation in the West Indies and a member of the Caribbean Community, CARICOM. It combines luxurious beaches, scenic mountain landscapes, welcoming residents from around the world, plenty of entertainment and a rich history.
Routes to a passport
There are three ways to obtain the country's passport: a contribution to the state fund from $250,000, the purchase of real estate worth from $400,000, or an investment in socially significant projects. The real-estate investment is refundable and can be recovered after seven years. No language skills are required, and there is no need to live in the country either before or after receiving the passport. The investor's family members can obtain citizenship as well.
Passport benefits
A Saint Kitts and Nevis passport offers its holders a wide range of advantages: visa-free travel to more than 155 countries, including the Schengen Area, the United Kingdom and Singapore; eligibility for a 10-year U.S. visa; and opportunities for tax optimisation. It is also an excellent "safe harbour".
What Russian and Belarusian nationals can do
Citizens of Russia and Belarus cannot currently obtain the country's passport, but there is a workaround: acquiring an intermediate passport first, for example from Paraguay or Kyrgyzstan.
One of the most attractive citizenship-by-investment options is Paraguay - a strategically located, globally open land of opportunity. Paraguayan citizenship by investment gives foreign nationals a unique chance to secure a passport. The programme offers investors and their families the benefits of holding a Paraguayan passport, including visa-free travel to many countries and the option to live in a nation with a high standard of living and a favourable climate.

What has changed by 2026
The programme has changed noticeably since this article was published. In 2024 St Kitts and Nevis adopted a new law on programme management, raised the minimum contribution to $250,000 and introduced a seven-year holding period for real estate. That same year Caribbean countries agreed a minimum citizenship price of $200,000 and common due diligence standards, including a mandatory interview with every applicant. A St Kitts passport currently gives entry without a prior visa to 157 destinations; Ireland has required a visa since 15 June 2026.
Options and costs in 2026
| Option | Amount |
|---|---|
| Sustainable Island State Contribution | $250,000 for a family of up to four |
| Additional fee for the fifth and further family members | $25,000 under 18, $50,000 aged 18 and over |
| Approved real estate | from $325,000 for a share in a project, from $600,000 for a house, held for 7 years |
| Public benefit project | from $250,000 |
| Due diligence | $10,000 for the main applicant, $7,500 for each family member aged 16 and over |
The due diligence fee is not refunded on refusal, and the contribution is paid only after approval in principle. The whole process usually takes 3-6 months. Details are on the St Kitts and Nevis citizenship by investment page.

Why an intermediate passport no longer helps
Russian citizens used to be advised to obtain another passport first and then apply to St Kitts with it. That no longer works. A 2023 exclusion order closes the programme to every citizen of Russia, Belarus, Iran, Afghanistan, North Korea and several other countries, even if they hold another citizenship, as well as to anyone permanently residing in those countries. A Russian passport cannot be hidden: due diligence and the interview will reveal it, and concealment leads to refusal and can lead to deprivation of citizenship.
Why applications are refused and what about taxes
Besides the excluded country list, applications are refused if the source of funds is not proven, there is a conviction, investigation or sanctions, a visa refusal in a country St Kitts has visa-free access to was concealed, or answers in forms and at the interview contradict each other. St Kitts has no personal income tax, but the passport alone does not make you a tax resident of the island: you keep paying taxes where you live.
Which programmes are open to Russians
The Caribbean programmes - St Kitts and Nevis, Dominica, Antigua and Barbuda, Grenada and Saint Lucia - are closed to citizens of Russia and Belarus. Options that suit them include a contribution to the Vanuatu government fund and buying property in Turkey. If the goal is a passport without visa restrictions in the long run, naturalisation through residence, for example in Latin America, is also worth considering. Our second passport finder helps match an option to your passport and budget.
Comparison of Caribbean programmes
| Country | Minimum contribution | Timeline |
|---|---|---|
| St Kitts and Nevis | $250,000 | 3-6 months |
| Dominica | $200,000 | 3-6 months |
| Antigua and Barbuda | $230,000 | 3-6 months |
| Grenada | $235,000 | 4-9 months |
| Saint Lucia | $240,000 | 3-6 months |
All five countries conduct interviews and due diligence to common standards, so the differences between them are price, timeline and visa-free destinations.
