Requirements: language, test and conduct
- Language. Since 2022 applicants aged 18 to 67 need oral Norwegian at B1; A2 used to be enough.
- Test. Social studies in Norwegian or a separate citizenship test.
- Permanent status. On the date of the decision the applicant must meet the permanent residence requirements, including self-sufficiency.
- Conduct. A conviction delays the application by a waiting period that depends on the sentence.

Dual citizenship and restrictions
Since 1 January 2020 Norway has allowed dual citizenship: on naturalisation you do not have to give up your previous passport unless your country requires it. Some countries require you to notify them of a second citizenship. Any pair of countries can be checked with the dual citizenship check.
