The Djibouti franc and the dollar: why the transfer amount is known in advance

1949 is the year Djibouti got its own franc and abolished currency control. Since then the central bank has worked as a currency board: every franc issued is 100% backed by dollar reserves, and new francs appear only when the reserves grow. The rate of 177.721 francs per dollar has been fixed since 1973, and money moves freely into and out of the country. The central bank does not lend to the treasury, and in 75 years the franc has never been devalued: the rate changed twice, in 1971 and 1973, and both times in the franc's favour.

For the sender this means a simple calculation: $1,000 credited gives 177,721 francs, and only the bank fees change. Euros and other currencies are converted into francs through the dollar at the market rate of the day, so money for family is easier to send in dollars straight away.

Foreign banks have been entering the market since 2006, and in March 2019 the central bank brought capital and liquidity standards in line with international rules: a capital adequacy ratio above 12%. Islamic banks keep accounts without interest, and their share of banking assets was 23% in 2018.

Since 2020 the telecom operator has run a mobile wallet that several banks have linked to their accounts: money from a bank account goes to a relative's wallet by phone number. A deal for a large sum is easier to carry out through a bank account, where the payment is checked against the contract.

Paying suppliers and logistics through the port of Djibouti

95% or more of Ethiopia's foreign cargo passes through the port of Djibouti: it is the neighbouring country's main sea outlet. So many transfers to Djibouti are payments to freight forwarders, warehouses and carriers: in dollars, under a contract and invoice, to the company's business account at a local bank.
