Retiring from the UAE: what happens to your visa, gratuity and tax status
UAE law gives foreign workers a one-off gratuity, not a pension. Cancelling your permit starts a 30- to 180-day clock, and a Thai visa filed from the UAE must go in before that.
In short
- No pension: foreign workers get a one-off gratuity of 21 days of basic wage a year for five years and 30 days a year after that, capped at two years' wage.
- Grace period: cancellation starts a clock of 30 to 180 days on the federal list, while Dubai gives most permits 60 days. Overstaying costs $14 (50 dirhams) a day.
- Staying on: the retirement permit needs 15 years of service or age 55 at ICP, and 15 years and age 55 at GDRFA in Dubai.
- Thailand: Thai missions in the UAE accept an e-Visa only from applicants in the UAE with a valid permit or Emirates ID, so the file goes in before cancellation.
- Tax: a gratuity brought into Thailand can be taxed if it falls due in a year you spend 180 days or more there. Landing on 6 July or later, with no earlier trips that year, rules that out.
In detail
The UAE pays foreign workers no pension. When the job ends you collect a one-off gratuity, and cancelling your residence permit starts a clock of 30 to 180 days. Three decisions follow, and their order sets the cost: whether you can stay on a retirement permit, where Dubai and the federal authority apply different age rules; whether a Thai retirement visa goes in before cancellation closes the UAE route; and how many days you spend in the next country in the year the gratuity falls due, which can decide its tax.

A gratuity, not a pension
Federal Decree-Law 33 of 2021 sets the rule: a full-time foreign employee in the private sector qualifies after one year of continuous service and earns 21 days of basic wage for each of the first five years and 30 days for each later year, capped at two years' wage. Part-years count in proportion; unpaid absences do not.
The trap is the word basic. Housing, transport and other allowances drop out, so on a package of $11,000 (40,000 dirhams) a month with a basic wage of $6,900 (25,000 dirhams), only the second number counts, and a month counts as 30 days:
| Years of service | Days of basic wage | Gratuity |
|---|---|---|
| 5 | 105 | $24,000 (87,500 dirhams) |
| 10 | 255 | $58,000 (212,500 dirhams) |
| 20 | 555 | $130,000 (462,500 dirhams) |
| 25.5 and more | 720, the cap | $170,000 (600,000 dirhams) |
Your employer has 14 days from the end of the contract to pay wages, the gratuity and unused leave. If your employer joined the voluntary savings scheme, you hold two pots: the old gratuity, settled up to the day of joining, and the contributions, which come out within 14 days or stay in until you withdraw them.
The law also gives you a free certificate of experience and the trip back to your place of hire, unless you move to another employer or are at fault. The financial free zones DIFC and ADGM run their own rules.
The clock that starts at cancellation
Only your sponsor can cancel: your employer files with the labour ministry, then the immigration office, and you sign a letter saying you have already received all wages and the gratuity. Check the money before you sign it. Permits you sponsor for your family must be cancelled before yours; only people moving to another employer can pay to hold them.
How long you may stay depends on which office handles your permit: ICP, the federal authority, or GDRFA, Dubai's immigration department.
| Permit | Federal list (ICP) | Dubai (GDRFA) |
|---|---|---|
| Golden, Green and Blue residents and their families | 180 days | 180 days for Golden and Green |
| Skilled workers at levels 1-3, property owners | 90 days | 60 days |
| Issued with a guarantor or host | 60 days | 60 days |
| All other categories | 30 days | 60 days |
| Retirement permit | Not named, so 30 days | 60 days |
Plan on the shorter number in your row until the cancelling office gives a date. Every day past the grace period costs $14 (50 dirhams).
Staying on: one permit, two formulas
The retirement permit lets you live in the UAE with no sponsor and no right to work: five years, renewable on the same terms. ICP asks for 15 years of service, in the UAE or abroad, or age 55. GDRFA asks for 15 years and age 55. A Dubai address means GDRFA, and the other emirates go to ICP. The federal government portal, updated in July, still prints "and", with income of $50,000 (180,000 dirhams) outside Dubai, so get ICP's answer in writing.
| Test | ICP, federal | GDRFA, Dubai |
|---|---|---|
| Aged 50, 20 years of service | Passes | Fails |
| Aged 58, 12 years of service | Passes | Fails |
| Deposit in a UAE financial institution within 60 days of issue | $280,000 (1,000,000 dirhams) | The same |
| Yearly income, six months of statements | $66,000 (240,000 dirhams) | The same, plus an official letter naming the source |
Neither financial test is easy straight after a salary. Twenty years on that basic wage yield $130,000 (462,500 dirhams), under half the deposit. The income test wants six months of statements, so a pension or investment income has to start months before you apply. Health insurance comes on top, and Dubai's fee table lists $630 (2,280 dirhams) for a five-year permit and $160 (575 dirhams) for the ID card.
More than 180 days in a row outside the UAE voids the permit automatically, and retirees are not among the exceptions that protect Golden, Green and Blue holders. Our guide to retiring in the UAE covers budgets and where to live.
When your UAE tax status ends
The UAE charges no personal income tax, but a country applying a treaty will ask for a tax residency certificate. Cabinet Decision 85 of 2022 offers three routes to that status: your usual home and centre of interests are in the UAE; 183 days or more there in 12 consecutive months; or 90 days with a valid permit plus a permanent home, a job or a business there.
Cancel the permit and hand back the flat, and the 90-day route goes at once. Order the certificate before you leave, while your Emirates ID and visa still serve as proof; afterwards you need an entry and exit report. It cannot cover a future period or more than 12 months, and without a tax registration it costs $290 (1,050 dirhams). The Thailand-UAE treaty decides which country counts as your residence when both claim you. Our UAE tax residency guide goes through the tests.
Thailand: file before you cancel
Thai missions in the UAE take e-Visa applications only from people physically there and reject anything filed from Thailand or a third country. The proof is a valid UAE residence visa or an Emirates ID, and cancellation removes both. The retirement visa then has to go through a Thai mission in your country of citizenship or another country where you live, or the Immigration Bureau inside Thailand, and Thailand's shorter visa-free stay leaves little room to fix this on arrival.

Two visas fit a retiree from age 50:
| Retirement visa (O-A) | Long-term resident visa (LTR), pensioner track | |
|---|---|---|
| Money | $2,000 (65,000 baht) a month in income or a $24,000 (800,000 baht) balance | $80,000 a year in passive income, or $40,000 to $80,000 plus $250,000 in Thai government bonds or Thai companies |
| Health cover | $100,000 or 3,000,000 baht | $50,000, Thai social insurance, or $100,000 held for 12 months |
| Stay | 1 year, no work, 90-day reports | 5 years, then 5 more, yearly reports |
| Fee at Thai missions in the UAE | $410 (1,500 dirhams) | $2,200 (8,000 dirhams) |
The LTR excludes salary and does not list a gratuity, so a UAE career does not build the case.
The O-A is the reachable one, and easiest while you have an employer. A 2022 checklist from the Thai consulate in Dubai asks for three months left on the UAE permit, a no-objection letter from your sponsor, two months of statements, and a police certificate and a UAE medical certificate, each under three months old. Dubai quotes 5 to 20 days and Abu Dhabi 3 to 10 working days, with no express service. Both want a confirmed round-trip ticket from the UAE and proof of accommodation, so a one-way booking fails. Our guide to retiring in Thailand covers budgets and cities.
The gratuity arrives too late for that file, since the statements must already show the balance: savings or a current income certificate carry the first application. The gratuity does its work a year later, when the extension inside Thailand asks for $24,000 (800,000 baht) in a Thai account, in income or in a mix.
Thailand taxes foreign income earned in a calendar year when you spent 180 days or more there, once you bring it in, even years later. Salary from earlier UAE years stays outside the rule. The gratuity falls due when the job ends, so if you reach 180 Thai days that same year, bringing it in makes it taxable under Thai law at up to 35%. Landing on 6 July or later, with no earlier trips that year, rules out 180 days, since only 179 remain. Official guidance does not split a lump sum earned on both sides of 2024, and the UAE treaty offers little shelter: Thailand credits UAE tax rather than exempting the income, and the UAE charges none. Our Thailand tax guide has more.
One step in the wrong order can close the Thai route
Four mistakes cost the most on this exit. Cancelling the permit before the Thai application goes in, which shuts the UAE route and sends the file to a mission in another country. Accepting a final settlement without checking the basic wage and the service dates. Planning a Dubai retirement permit on ICP's age rule. Reaching 180 Thai days in the year the gratuity falls due, which can tax it at up to 35% when it comes in. Murblz sets the dates from your last working day backward, prepares the visa file for the office that will read it and checks the tax year before the money moves. We guarantee professional work and a transparent process.
The cost of support depends on your route, your family and the number of permits involved; a manager will calculate it in the chat.
If Thailand is not the answer
The same three questions apply to any next country: where must you file, what proves you live there, and does that proof survive cancellation? Compare 28 countries for retirement, then see Malaysia, Bulgaria and Hungary.
The last six months in order
| When | What to do |
|---|---|
| Three to six months out | Get your basic wage, service dates and gratuity calculation in writing. Check your notice period, 30 to 90 days by law, and your passport: 18 months is the safe length for Thailand. Put the visa balance in your own account. |
| Six weeks before your last day | Agree the cancellation date with your employer, then file the Thai e-Visa. |
| Final weeks | Order the tax certificate, collect the certificate of experience (ICP's proof of service), settle the return trip, cancel family permits. |
| After the contract ends | Check the payment against the calculation within 14 days. Keep your UAE account open until it lands. |
| Cancellation | Sign the wages letter only after that. Work permit first, residence second. |
| Before you fly | Count your Thai days for the year the gratuity falls due, then plan the transfer to Thailand. |
How Murblz handles the exit
You can run this yourself, but the sequence punishes mistakes: a permit cancelled a week early closes the UAE route to the Thai visa, and an early landing can bring the gratuity under Thai tax. It is more reliable with professionals. Murblz works backward from your last working day, tells you which office will hold your file and prepares the papers for it, in a clear, transparent process with a date for every step. The cost is available on request from a manager.
