PESEL number for foreigners in Poland: who can get one and how
The number comes with address registration or on application to a gmina, where the legal basis decides everything. Since January 1, 2026 most non-EU citizens file in person.
In short
- Two routes. Register an address for more than 30 days and the number is assigned automatically, or apply at any gmina if you cannot register and a law requires a number. Both are free.
- A legal basis is mandatory. Section 7 of the form cites the exact provision. A request from a private company does not count.
- In person since January 1, 2026: most citizens of countries outside the EU, Iceland, Liechtenstein, Norway and Switzerland must file and, until they have a number, register an address themselves.
- The registration deadline for those nationals is day four after arriving at the address. Citizens of the listed countries and their families have until day 30.
- Ukrainian citizens have, since March 5, 2026, had 30 days from crossing the border to apply, with a valid passport, for a number with UKR status: miss it and protection ends.
In detail
A PESEL number, Poland's personal ID number, comes to adult foreigners by two main routes. Register an address for a stay of more than 30 days and the gmina, the local municipal office, requests the number automatically. If you cannot register but a law requires you to hold one, you apply at any gmina. Both routes are free. Nobody gets a number just in case: the form makes you cite the provision that obliges you to have it.

The rules tightened on January 1, 2026. Unless you are a citizen of a European Economic Area state (the EU, Iceland, Liechtenstein, Norway) or Switzerland, or a family member of one, you now file in person, and register in person until you have a number. Older guides that send a representative to your employer's local office are out of date. Ukrainian citizens have a separate procedure, covered below.
Start with where you actually live
Stay more than 30 days and you must register, so no application is needed. The application is for people who cannot register, such as someone living abroad whose Polish employer has to report a tax identifier for them.
| Your situation | How the number arrives | Where to go |
|---|---|---|
| You live in Poland for more than 30 days and have an address | Assigned when you register | The gmina where you live |
| You cannot register, and a provision requires a number, for tax or social insurance | On application, citing that provision | Any gmina in Poland |
| You visit for up to 30 days and no provision requires a number | You do not qualify and need not register | Nowhere |
| Your child is born in Poland and you live here | Assigned when the birth certificate is drawn up | The civil registry office |
| You are under temporary protection | On application for a number with UKR status, within 30 days of entry | Any gmina in Poland |

Address registration: day four for most foreigners
Thirty days is a threshold: stay no longer and you need not register. Stay longer and a separate clock runs from the day you arrive at the address. EEA and Swiss citizens, their families and foreign family members of Polish citizens have until day 30, and a temporary stay only triggers the duty once it runs past 3 months. Everyone else has until day four, and the law provides for a fine.

Go to the gmina where you live, not just any office. Bring the form, your passport and a lease or other proof of the right to the home; citizens of other countries add a visa or other proof of their right to stay. Whoever holds the right to the home confirms on the form that you live there. The clerk registers you on the spot for free; only a certificate of temporary registration costs extra. You cannot register for longer than your visa or residence card allows.
A landlord who refuses to sign is not a dead end. File the form anyway with a written statement explaining what is missing. The office investigates and, if it finds you do live there, registers you by decision. Registration is only a record and gives you no rights over the property, which is worth telling a nervous landlord early.
The application: section 7 decides it
Fill the form in capital letters, in black or blue ink, sign by hand and file on paper. Any gmina in Poland takes it, whatever your address or employer. Bring a valid passport; EEA and Swiss citizens can use another document showing identity and citizenship. Since April 27, 2026, if you have no valid passport and no way of getting one, the gmina can accept another identity document in a particularly justified case, at address registration too.
Section 7, "legal basis", asks for the exact provision that obliges you to hold a number. Wanting a number does not count, and neither does a request from a private company. If a public body such as ZUS, the social insurance institution, or the tax office demands a PESEL, it should name the provision, so ask before you file. For tax the official wording exists: Article 3(1)(1) of the taxpayer identification act (ustawa o zasadach ewidencji i identyfikacji podatników i płatników), read with Article 7(2) and within the scope of Article 9(4) of the population register act (ustawa o ewidencji ludności).
If the basis is missing or your details are not backed by documents, the gmina gives you 7 days to fix it. Miss that and the application is left unexamined, so give a mailing address in section 1 that will reach you. The clerk accepts the form immediately and, if the basis holds, a notice of the number follows: collect it where you filed, or choose electronic delivery in section 6 through a state ePUAP mailbox.

Who has to show up in person
Anyone in the second group below who lives abroad travels to Poland in person, on their normal entry terms.
| Question | EEA and Swiss citizens and their families | All other foreign nationals |
|---|---|---|
| Application for a number | A representative can file | In person only, except children born in Poland |
| Address registration before you have a number | A representative can file with written authorization | In person only |
| Registration deadline | Day 30 | Day 4 |
UK citizens covered by the EU withdrawal agreement, and their families, need not appear in person either, though their registration deadline is still day four. Foreign family members of Polish citizens can also register through a representative.
What the number unlocks and what it does not
With no business and no VAT registration, your PESEL is your tax identifier and you need no separate tax number (NIP). The tax office can then prepare your return in its Twój e-PIT service, and you can claim allowances and overpaid tax back. It does not decide what taxes you pay.
The number also opens the trusted profile (profil zaufany), a free state e-signature for filing documents online, logging in to tax and ZUS accounts and registering as self-employed. By law only a person with a PESEL can have the profile confirmed, so without one registering a company online means paying for a qualified signature.
A bank account is different: the anti-money-laundering act allows for a client with no number, and the bank records the date and country of birth instead. When a bank asks for a PESEL, that is its own condition rather than the law's. We sort out what yours will want when we choose a personal account.
The number gives you no right to live or work in Poland, and it outlives your visa. That right comes from a work visa or residence permit, and the years you need for permanent status or citizenship count from lawful residence, not from the date your number was assigned.

Ukrainian citizens: the law of January 23, 2026
The law of January 23, 2026, in force since March 5, winds down the special rules for people under temporary protection, Ukrainian citizens above all. The application for a number with UKR status, the temporary protection marker in the register, goes to any gmina within 30 days of crossing the Polish border: miss it and protection ends. You file in person, on paper, with a valid passport, a photo and fingerprints (none for children under 6), and a refusal over an unusable photo or missing fingerprints cannot be appealed. Protection also ends if you leave Poland for more than 30 days or receive an ordinary residence permit.
Anyone who obtained a number earlier without a passport, on their own statement of identity, had to show a valid one at a gmina by August 31, 2026; from September 1 those who did not moved to NUE, the standard status for non-EU foreigners, and lost their lawful stay under temporary protection. A number issued on a Pole's Card, another photo document, a birth document or an invalid passport must be confirmed with a valid passport within 60 days of that passport's issue, as must a number whose passport has expired; missing those 60 days does not end protection. The EU Council extended protection to March 4, 2028, and since July 31, 2026 grants it only to people who have met their military obligations in Ukraine. That condition spares anyone who already had protection in Poland on July 30, 2026 and has kept it without a break. The CUKR card, a 3-year residence permit, also depends on UKR status.
Where a mistake gets expensive
The number is free, but the bill comes in time and deadlines.
- A purpose instead of a provision. Write "for work" in section 7 and the gmina gives you 7 days to correct it, by which time someone who flew in to file is back home. Miss it and filing again means another trip in person.
- Applying instead of registering. A number obtained on application does not replace registration once you live in Poland for more than 30 days.
- The birth date. The number has 11 digits, the first six being your date of birth. Correct the date and the number changes; the old one can no longer be used. Check the date against your passport before filing.
The number is free. A wasted trip and a missed deadline are not
Your employer's tax reporting, your e-signature and, at some banks, your account hang on this number, and under temporary protection so does your status. One slip can mean a second trip to Poland or a missed deadline. Murblz deals with that before you file: you walk into the gmina with a checked provision, a completed form and a plan if a letter follows. We guarantee professional work and a transparent process.
The cost of support depends on your citizenship, why you need the number and your housing situation; a manager will calculate it in the chat.
What Murblz takes off your hands
You can try this yourself: the service is free and the form is public. It is safer with professionals when the number is part of a move or a business, because one filing feeds your tax position, your signature and your bank account.
We find out why you need the number, set the route, pin down the provision for section 7, check your details against your passport, prepare the form and the statement in case a landlord refuses, and track the deadlines and letters from the gmina. Where the law requires you in person, you walk in with a complete file. The process is clear and transparent: you see the documents and deadlines in advance. The cost is available on request from a manager.
