Barbados citizenship by investment: what the new law offers

9 min read ·

US$2.5 million for permanent residence, then roughly a year on the island before you can ask for a passport. On 4 November 2026 the Barbados Senate began debating new immigration and citizenship laws, and the government wants them in force by 30 November, the 60th anniversary of independence.

In brief

  • On 27 October 2026 the Barbados House of Assembly passed a new Immigration Bill and a Barbados Citizenship Bill, and on 4 November the Senate began debating them.
  • A foreign national who invests at least BBD 5 million (about US$2.5 million) in a government-approved national development project can apply for permanent residence.
  • Citizenship is not sold directly: permanent residence comes first, then time on the island and a ministerial decision.
  • The law takes effect after assent and a proclamation, and applications open once regulations on fees and approved projects are published.

For years Barbados was the one major Caribbean destination that flatly refused to sell passports. Its neighbours - Antigua, Dominica, Grenada, St Kitts and Nevis, St Lucia - built budgets on citizenship by investment, while Bridgetown watched with polite scepticism. Now the island is opening a door of its own, though it is the side entrance rather than the front one: US$2.5 million buys you permanent residence, not a passport, and from there a short road to citizenship.

Home Affairs Minister Gregory Nicholls put it bluntly in the Senate on 4 November 2026: Barbados does not grant citizenship by investment and has no intention of selling passports. Technically, that is true. In practice, the new law makes Barbados one of the most interesting, and most expensive, Caribbean options for anyone willing to actually spend time on the island first.

What changed in Barbados in November 2026

The new Immigration Bill replaces legislation dating back to the 1970s. The key clause for investors is Section 10: a foreign national may apply for permanent residence after a qualifying investment of at least 5 million dollars in an approved national development project. The text does not name the currency, but it means Barbados dollars (BBD, the national currency, pegged to the US dollar at 2 to 1). That works out to roughly US$2.5 million.

Projects are designated by ministerial order if they serve a public purpose. A project can be a programme, fund, undertaking or asset, so pooled investment vehicles are not ruled out. Nicholls listed the target sectors: water reclamation and sewage treatment, healthcare, education, housing, renewable energy, infrastructure, technology, agriculture and tourism.

Alongside the investor route, the law scraps Special Entry Permits, issued at the minister's discretion since 2012, and moves everything into statute. There is also good news for people already on the island with the Welcome Stamp remote-work visa: that time counts towards permanent residence.

Why Barbados wants investors

The short answer is demographics. In 2024 the island recorded 1,995 births and 3,088 deaths, against roughly 7,000 births a year at independence. Prime Minister Mia Mottley ties the new laws directly to population decline. Barbados needs people and money for infrastructure, not one-off contributions to the budget.

The second backdrop is European pressure on the neighbours. In June 2026 the European Commission asked Antigua and Barbuda to wind down its citizenship by investment programme by 1 June 2028 or risk losing visa-free access to Schengen, and according to Antigua's government, Dominica, Grenada, St Kitts and Nevis and St Lucia received the same letter. Barbados chose a model Brussels has fewer objections to: money into real projects, real time on the island, and citizenship at the minister's discretion.

How to get Barbados permanent residency under the new law

There are three routes, and they work together.

RouteRequirementResult
National project investmentFrom BBD 5 million (about US$2.5 million) in an approved projectRight to apply for permanent residence straight away
PointsAt least 180 days on the island over the past three years, plus points for age, ancestry, education and investments from BBD 1 millionPermanent residence before the standard five years
Length of residenceFive years of continuous lawful residencePermanent residence with no investment

Points are awarded for age (younger applicants score more), Barbadian ancestry up to great-grandparents, education and experience, service with diplomatic missions or international organisations, property and other assets. National project investments earn from 2 points at BBD 1 million up to 8 points just below BBD 5 million, while investments in approved private businesses earn one point per million. The upshot for an investor with US$500,000 to US$1.5 million: full permanent residence is achievable, but after a couple of years of part-time living on the island, not with a single wire transfer.

There is a catch. Residence can be revoked if the investment is withdrawn or sold before the approved period, if the project is not completed on time, or if the investor breaches labour law. The length of that approved period is not yet in the text - it will be set by regulations.

How to get Barbados citizenship afterwards

Citizenship is granted by registration on application, and the decision rests with the minister. Under the text passed by the House of Assembly, a permanent resident from outside the Caribbean Community (CARICOM, the economic union of 15 regional states) needs 360 days on the island as a permanent resident within the previous 1,460 days, roughly four years. For CARICOM nationals the bar is lower: 270 days within 1,095 days. Today naturalisation takes about five years of residence out of seven, so the speed-up is significant.

Applications can be refused on national security grounds, for a prison sentence of 12 months or more, or if the applicant lacks means of support. A spouse and dependants can be included. The bill also opens registration to grandchildren and great-grandchildren of citizens born abroad and equalises rights for husbands and wives of citizens.

What does the passport offer? Visa-free or visa-on-arrival entry to more than 160 countries and territories, including Schengen and the UK, which is more than any Caribbean investment passport. Add Commonwealth and CARICOM membership, with the right to live and work across the community.

When can you apply

Not yet. The Senate must approve the bills, the Governor-General must assent, and the law takes effect by proclamation. The government is aiming for 30 November 2026, the 60th anniversary of independence. Before the first application, though, regulations must set fees, forms, the list of approved projects and the investment holding period. Without them, nobody can file, however ready the money is.

The practical advice is simple: do not wire money to any intermediary until the minister has published the list of approved projects. Anything marketed today as a Barbados golden visa with a ready-made property is a promise, not a status.

Barbados versus neighbouring island passports

OptionWhat you getTime on the island

Antigua and BarbudaCitizenship, with five days required over five yearsFive days

The Caribbean programmes are cheaper and faster, but the European visa-free question hangs over them, and their rules change almost every year. Barbados costs more and asks you to live there, but the status it gives is far harder to challenge. If you want a passport without relocating, Paraguay and Turkey through property remain options, and the full list is in our citizenship by investment section. Who the Barbados route suits

  • A good fit for entrepreneurs with US$2.5 million or more who want a second home in an English-speaking country under English common law and can spend several months a year on the island.
  • A good fit for remote workers already in Barbados on the Welcome Stamp: their time counts, and points for age and education shorten the path.
  • Not a fit for anyone who needs a passport within six months without travelling: other islands serve that need.
  • Not a fit for investors who want to put money in and exit quickly: an early sale costs you the residence.

FAQ

Can you buy Barbados citizenship by investment?
Barbados has no direct citizenship by investment programme, and the Home Affairs Minister confirmed this in the Senate on 4 November 2026. An investment of BBD 5 million, about US$2.5 million, qualifies you for permanent residence, and citizenship follows later on application and at the minister's discretion.
How much do you need to invest for Barbados permanent residency?
The direct route requires at least BBD 5 million, about US$2.5 million, in a national development project approved by the minister. Smaller investments from BBD 1 million earn points that shorten the standard five-year residence requirement.
How long must you live in Barbados before citizenship?
Under the text passed by the House of Assembly, a permanent resident from outside CARICOM needs 360 days on the island as a permanent resident within the previous 1,460 days, roughly four years. CARICOM nationals need 270 days within 1,095 days.
When will applications open?
Applications open once the Senate approves the bills, a proclamation brings them into force and regulations on fees, forms and approved projects are published. The government is aiming for 30 November 2026, the 60th anniversary of independence.
Does the Welcome Stamp count towards permanent residence?
Time on the Welcome Stamp remote-work visa counts as lawful residence towards permanent residence under the new law. That makes the visa a convenient first step for people who plan to stay.
