Antigua citizenship by investment: is it closing
Antigua must answer Brussels by November 12, 2026, and its prime minister has already said the country will very likely wind the program down. What happens to pending files, issued passports and Schengen access, and where to look if you have not applied yet.
In short
- On October 24, 2026, Antigua and Barbuda Prime Minister Gaston Browne said the country would very likely commit to the EU to phase out its citizenship by investment program.
- The deadline to answer Brussels is November 12, 2026; the requested closure date is June 1, 2028.
- The minimum National Development Fund contribution is still $230,000 per family, and applications remain open until an official decision.
- Issued passports are not being revoked: what is at stake is Schengen visa-free travel for every holder, not citizenship itself.
In detail
As recently as July 2026, Antigua and Barbuda Prime Minister Gaston Browne promised that the citizenship by investment program would carry on, with or without visa-free access to Europe. On October 24, 2026, speaking on his own radio show, he said the opposite: the country will very likely commit to the EU to wind the program down. Preliminary Cabinet talks lean toward suspension, though no final decision has been taken.
The reason is simple, and it is measured in dollars and passport stamps. Brussels gave five Caribbean states until November 12, 2026, to agree to close their programs by June 1, 2028. The alternative is the risk of losing Schengen visa-free travel for every citizen, including people born on the island who never bought anything. For a country of fewer than 100,000 people, that is too high a stake, even for its most profitable export.
Whether you hold an Antiguan passport, have a file in progress or are still weighing your options, here is what it means in practice.
What happened to Antigua citizenship in October 2026
The timeline is short. On June 25, 2026, the European Commission wrote to Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis and Saint Lucia, asking them to close their citizenship by investment programs by June 1, 2028. Over the summer the islands answered in unison: no closure without compensation for lost revenue. We covered that stage in detail in our piece on the EU ultimatum to Caribbean passports.
By autumn, the confidence was gone. Browne called a meeting of OECS leaders (the Organisation of Eastern Caribbean States, the regional bloc these countries belong to) for the week of October 26 to agree a common position. He also admitted the obvious: each country has its own visa waiver with the EU, so each will ultimately decide on its own.
Antigua is the first of the five to turn publicly toward closure. For the market, that signal is stronger than any letter from Brussels: if the country that defended the program most loudly is stepping back, holding the line becomes much harder for the rest.
How much Antigua citizenship costs today
For now, the program runs on its existing rules. The most popular route is a non-refundable contribution to the NDF (National Development Fund of Antigua and Barbuda): $230,000 per family. This is not an investment you get back but a payment to the state covering the main applicant and close relatives. Government processing and due diligence fees for each family member come on top.
Antigua's main selling point has always been its light requirements: no need to live on the island, just 5 days in the country during the first 5 years after naturalization. Dual citizenship is allowed and you keep your current passport. All program details are on our Antigua and Barbuda citizenship page.

Why Antigua is ready to walk away from the money
The program is the government's largest source of non-tax revenue. It brought in about $58 million in 2025, and the 2026 budget projects $44.4 million, roughly 7-11% of recurrent revenue. Closing it will eat a visible share of the budget surplus, and the government knows it.
On the other side of the scale sits Schengen visa-free travel for the whole country. Since December 30, 2025, the EU has applied a revised visa suspension mechanism: simply operating a citizenship-for-a-fixed-payment program is now a standalone ground for suspending visa-free entry. Brussels used to have to prove rising entry refusals or security threats; now the program itself is enough. Suspension is not automatic, but the precedent exists: Vanuatu lost EU visa-free access in 2024 precisely over investor passports. Its program still runs, only cheaper and without Europe, see our Vanuatu passport page.
The pressure is not only European. Since January 1, 2026, the United States has partially restricted visa issuance to citizens of Antigua and Dominica, citing citizenship by investment directly. The islands are being forced to choose between investor money and the passport their own citizens travel on.
What happens to applications already filed
Officially, nothing has changed yet: applications are accepted and files are being processed. The government has not announced how pending cases will be treated. In similar situations, countries usually complete files lodged before the official suspension date, but there is no such commitment in Antigua's official documents yet.
- File under review. Get written confirmation of its status from your agent and check that all fees are paid. An incomplete file at the moment of suspension is the most exposed position.
- Approved, contribution not yet paid. Your call: you will get the passport, but with a risk to Schengen access within 1-3 years.
- Still gathering documents. The window may close before you finish. First decide whether you need a passport without a guarantee of Europe.
Will Antigua take back passports already issued
Lawfully acquired citizenship is not revoked because a program closes: that is neither in the EU's demands nor in the government's plans. Vanuatu's experience confirms it: its passports remain valid and are renewed. What changes is the list of destinations open without a visa.
If Antigua commits to closing the program and follows through, Schengen access will most likely survive, which makes closure good news for existing holders. The bad scenario is refusing a compromise: the Commission could then suspend visa-free travel for 12 months, extendable by another 24, and later remove it permanently. Suspension hits every holder, since the passport does not say how citizenship was obtained.

Is Antigua citizenship still worth getting
The honest answer depends on why you want the passport. If you need a second passport as insurance, a bank account without awkward questions and visa-free access to dozens of countries in the Caribbean, Latin America and Asia, Antigua still delivers, and the decision can be made in weeks. If the whole point is visa-free Schengen for decades to come, putting $230,000 on a country that is itself announcing the end of its program is a bold bet.
