Jordan and Russia dual citizenship: can you keep both passports in 2026

Since 1987 Jordan has not required renunciation of a previous citizenship, so a Russian passport is kept both on naturalisation and with citizenship by investment. But citizenship passes to children only through the father, and conscription returned in 2026.

Both countries allow a second citizenship, so your Russian passport stays with you after the Jordanian one. For Russian citizens Jordan is interesting mainly for citizenship by investment: it requires no residence, while ordinary naturalisation is at the government's discretion.

What Jordan requires on naturalisation

Jordan's 1954 Nationality Law allows a foreigner to naturalise after at least 4 years of residence, with Arabic, good character, means of living and the intention to live in Jordan; for nationals of Arab states the period is 15 years. The Council of Ministers decides, and meeting the conditions gives no right to a passport. A foreign woman married to a Jordanian can obtain citizenship after 5 years of marriage, while foreign husbands of Jordanian women have no simplified route.

Citizenship by investment gives a passport without residence: a new project from 500,000 dinars, about $710,000, with 10 jobs outside the capital leads to a temporary passport for 3 years and then citizenship, and buying new shares from 1,500,000 dinars, about $2,115,700, leads to citizenship provided they are held for 5 years. The rate is pegged at 0.709 dinars to the dollar.

What Russia requires

Russia allows a second citizenship and does not end its own, but inside the country treats you only as a Russian citizen (Article 10 of Federal Law No. 138-FZ on Citizenship).

  • Within 60 days of receiving the second passport, file a notification with the Interior Ministry (MVD). If you are abroad at that moment, the period runs from the day you enter Russia.
  • Attach a copy of the foreign passport or another document proving the citizenship.
  • Failure to notify falls under Article 330.2 of the Russian Criminal Code: a fine of up to $2,400 or up to one year of income, or up to 400 hours of compulsory work.
  • Late or incomplete notification: a fine of $10-15 under Article 19.8.3 of the Code of Administrative Offences.
  • A residence permit abroad must be reported under the same rules (Article 11 of Law No. 138-FZ).

A Russian citizen with a second passport may not hold state or municipal office, serve in government bodies or stand for election. The duties of a Russian citizen, including military service, remain, and inside Russia the second passport is not taken into account.

How to keep both passports: step by step

  1. Choose the route: naturalisation after 4 years of residence or citizenship by investment without residence.
  2. For investment, prepare proof of the source of funds, a business plan and company documents translated into Arabic.
  3. For naturalisation, obtain residence, live in the country for 4 years and learn Arabic.
  4. Apply: citizenship is decided by Jordan's Council of Ministers.
  5. Receive the Jordanian passport; your Russian one remains valid.
  6. Notify Russia's Interior Ministry of Jordanian citizenship within 60 days.
  7. Notify the Russian Interior Ministry within 60 days of receiving the passport, or within 60 days of entering Russia if you are abroad.

Russia's Interior Ministry must also be notified of a Jordanian residence permit, if you obtain one, within 60 days. For citizenship by investment it is essential to keep the investment and the jobs for the whole required period: if they are cut, citizenship may be reviewed.

What happens to children

Jordanian citizenship passes through the father: a child of a Jordanian father is a citizen from birth wherever born. It does not pass through the mother, except where the father is stateless or unknown. Birth in Jordan does not give citizenship. An investor's minor children are included in the application, and with Russian citizenship they keep both passports.

Taxes and military service

Jordanian residents pay income tax at 5% to 25%, sales tax is 16%, and the Aqaba Special Economic Zone has a preferential regime. The Russian Ministry of Finance's lists show no double tax treaty with Jordan in force, so it matters where you are tax resident. Citizenship by investment does not require living in the country.

In February 2026 Jordan brought back compulsory military service: the first intake is young men born in 2007, chosen by lottery, for 3 months of training. For adult investors this is usually irrelevant, but it is worth considering for teenage sons. A Russian citizen's military obligation remains.

Common mistakes

  • Cutting project jobs below the required level: citizenship may be reviewed.
  • Selling the shares before 5 years. The programme condition is breached.
  • Failing to document the source of funds: the main reason for refusals.
  • Expecting to pass citizenship through the mother. Jordanian law passes it only through the father.
  • Missing the Russian Interior Ministry notice of Jordanian citizenship: the deadline is 60 days.
