Turkey and Russia dual citizenship: can you keep both passports in 2026
Turkey does not ask you to give up a Russian passport either for ordinary naturalisation or for citizenship by investment. We cover the routes to a Turkish passport, the army, children, taxes and the Russian notification.

Neither Russia nor Turkey prohibits a second citizenship, so both passports are kept. What matters more is which route to a Turkish passport you choose, what happens to military duty for men and where you will pay taxes.
What Turkey requires on naturalisation
Turkish Citizenship Law No. 5901 does not require new citizens to give up their previous citizenship, and the rule is the same for naturalisation, marriage and investment. Ordinary naturalisation is available after 5 years of continuous legal residence in Turkey: absences over those years must not exceed 6 months in total, and you need everyday Turkish, a source of income and a clean record. Spouses of Turkish citizens apply after 3 years of marriage.
The fastest route is citizenship by investment: property from $400,000 with an obligation not to sell it for 3 years, or a deposit and other options from $500,000. This route requires neither residence nor language, the passport is issued within a few months, and a spouse and children under 18 are covered by one investment.
What Russia requires
Russia allows a second citizenship and does not end its own, but inside the country treats you only as a Russian citizen (Article 10 of Federal Law No. 138-FZ on Citizenship).
- Within 60 days of receiving the second passport, file a notification with the Interior Ministry (MVD). If you are abroad at that moment, the period runs from the day you enter Russia.
- Attach a copy of the foreign passport or another document proving the citizenship.
- Failure to notify falls under Article 330.2 of the Russian Criminal Code: a fine of up to $2,400 or up to one year of income, or up to 400 hours of compulsory work.
- Late or incomplete notification: a fine of $10-15 under Article 19.8.3 of the Code of Administrative Offences.
- A residence permit abroad must be reported under the same rules (Article 11 of Law No. 138-FZ).
A Russian citizen with a second passport may not hold state or municipal office, serve in government bodies or stand for election. The duties of a Russian citizen, including military service, remain, and inside Russia the second passport is not taken into account.
How to keep both passports: step by step
- Choose the route. Investment gives a passport within months without relocating, naturalisation after 5 years of living in the country, marriage after 3 years.
- For investment, check the property before the deposit: a valuation of at least $400,000, a home never used for citizenship before, funds brought in with a bank currency sale certificate.
- Get a short-term residence permit and a tax number - both are needed for the citizenship application.
- Apply for the whole family: a 10-year passport costs about $305 per person, and adult children and parents need their own investment.
- Keep your Russian passport valid: a Russian citizen enters Russia only on a Russian passport, while a Turkish citizen is better off entering Turkey on a Turkish one.
- Notify the Russian Interior Ministry within 60 days of receiving the passport, or within 60 days of entering Russia if you are abroad.
The title registration fee is 4% of the price; by law it is split between seller and buyer, but in practice the buyer often pays all of it.
What happens to children
A child with at least one Turkish parent acquires Turkish citizenship by birth wherever born, and Russian citizenship too if the other parent is Russian. Neither has to be given up. Children under 18 receive Turkish citizenship together with the investor parent, while adult children need their own investment. Being born in Turkey to foreign parents does not by itself give citizenship.
Taxes and military service
Taxes depend on residence, not on the passport. Turkish income tax ranges from 15 to 40%, but under a law published on 4 June 2026, new residents with no residence or tax obligations in Turkey for the previous 3 years pay no tax on foreign income and do not declare it for 20 years. The double tax treaty with Russia has applied since 2000.
Military service is compulsory for male Turkish citizens aged 20 to 41, and new citizens are covered too. The law allows deferral or replacing service with a paid contribution in some cases, so check this before applying for a son or husband of conscription age.
Common mistakes
- Buying a property valued below $400,000. Citizenship depends on the valuer's figure, not the contract price.
- Bringing in funds without a currency sale certificate. Without it the investment does not count.
- Buying a home already used for citizenship. Such a property is not accepted again.
- Forgetting about the army. Men aged 20 to 41 become liable for service once they have the passport.
- Missing the Russian Interior Ministry notification. The deadline is 60 days from receiving the Turkish passport, and failure carries criminal liability.
How to get Turkish citizenship
By investment: property from $400,000 or a deposit and other options from $500,000, a few months, no residence required. By naturalisation: 5 years of living with a residence permit and everyday Turkish. By marriage: 3 years of marriage to a Turkish citizen.
