Argentina dual citizenship with Russia: can you keep both passports in 2026

Argentina does not require giving up your previous citizenship, so a Russian with an Argentine passport remains a Russian citizen. We explain the court route, children, taxes and the one duty - notifying the Interior Ministry.

Both countries allow a second citizenship, so both passports coexist lawfully. Argentina does not ask about leaving the previous citizenship on naturalisation, and Russia does not end its own and only requires notifying the Interior Ministry.

What Argentina requires on naturalisation

Under Law 346 Argentine citizenship is granted to a foreigner aged 18 or over who has lived in the country for 2 continuous years, on an application to a federal judge. There is no court fee, and review takes from a year to 2-5 years in busy courts. The law does not require giving up the previous citizenship.

In 2025 Decree 366/2025 tried to move naturalisation to the migration service and tighten the conditions, but on 30 June 2026 the National Electoral Chamber declared it void, and courts again accept applications under Law 346. The government's appeal awaits a Supreme Court ruling.

The government announced citizenship by investment on 2 October 2026, but applications are not open yet.

What Russia requires

Russia allows a second citizenship and does not end its own, but inside the country treats you only as a Russian citizen (Article 10 of Federal Law No. 138-FZ on Citizenship).

  • Within 60 days of receiving the second passport, file a notification with the Interior Ministry (MVD). If you are abroad at that moment, the period runs from the day you enter Russia.
  • Attach a copy of the foreign passport or another document proving the citizenship.
  • Failure to notify falls under Article 330.2 of the Russian Criminal Code: a fine of up to $2,400 or up to one year of income, or up to 400 hours of compulsory work.
  • Late or incomplete notification: a fine of $10-15 under Article 19.8.3 of the Code of Administrative Offences.
  • A residence permit abroad must be reported under the same rules (Article 11 of Law No. 138-FZ).

A Russian citizen with a second passport may not hold state or municipal office, serve in government bodies or stand for election. The duties of a Russian citizen, including military service, remain, and inside Russia the second passport is not taken into account.

How to keep both passports: step by step

  1. Obtain residence on a ground: foreign income, a pension, work, study or family.
  2. Live in Argentina for 2 years without long absences and keep proof of life in the country: a lease, bills, tax payments.
  3. Prepare documents with an apostille and a translation by a sworn translator registered in Argentina.
  4. File with a federal judge where you live; there is no court fee.
  5. Receive the decision and passport. You do not hand in your Russian passport.
  6. Notify the Russian Interior Ministry within 60 days of receiving the passport, or within 60 days of entering Russia if you are abroad.

Leaving Russian citizenship is not needed for an Argentine passport. If you are abroad, you can notify the Interior Ministry within 60 days of entering Russia.

What happens to children

A child born in Argentina is an Argentine citizen by birth, whatever the parents' citizenship. If the parents are Russian citizens, the child usually acquires Russian citizenship too and can hold both passports without restriction.

Taxes and military service

Taxes depend on residence, not the passport. A foreigner living in Argentina other than for work becomes a tax resident from the 13th month of stay and pays tax on worldwide income. More on taxes in Argentina.

Argentina has no compulsory conscription. A Russian citizen's military duty remains with two citizenships.
