How to get a Lithuania residence permit in 120 days in 2026

8 min read ·

A Schengen visa no longer opens the door: since 1 November 2026 it cannot be used to file for a Lithuanian work or bachelor's study permit from inside the country. Four overseas application centres closed the same day. Who files where now, and how not to lose six months.

Found a job in Lithuania or planning a move? A manager will check where you must file under the new rules and which grounds fit you. Check where I can file

In short

  • On 1 November 2026 amendments to Lithuania's Law on the Legal Status of Foreigners took effect.
  • Schengen visa holders, including those with a Lithuanian-issued visa, and holders of another country's national visa can no longer file in-country for a work or bachelor's study permit.
  • In-country filing stays open to holders of a Lithuanian residence permit or national visa, residents of another EU or Schengen state and people who entered visa-free.
  • Application centres in Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan and Uzbekistan no longer accept Lithuanian permit applications.
  • EU Blue Card applicants and renewals are not affected.

Details

You can get a Lithuania residence permit in 120 days if you file by the right route: the law gives the authorities up to four months from submission to decide. Since 1 November 2026, choosing that route has become the central question. A foreigner who arrives on a Schengen visa, lands a job or a bachelor's place and plans to sort out the paperwork locally will now be turned away and sent abroad to file.

The old routine was almost cosy: enter the country, agree terms with an employer, book a slot at the Migration Department in Vilnius. Today a Schengen visa in Lithuania works like a museum ticket. You can look around, but you cannot stay on through the staff entrance.

What changed in Lithuania on 1 November 2026

The new rule covers two grounds: employment and bachelor's studies. It applies to anyone in the country on a Schengen visa, whichever state issued it, Lithuania included, and to anyone who entered on another country's national visa.

All other applicants on these grounds now go through VFS Global, the private visa centre operator that accepts documents on Lithuania's behalf. You first complete the application in MIGRIS, the country's online migration system, and only then book an appointment at a centre.

On the same day, VFS Global centres in Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan and Uzbekistan stopped accepting Lithuanian permit applications. The result is a double lock: fewer ways to file inside the country and fewer places to file outside it.

Who can still file inside Lithuania

The list is short and takes a minute to check. If you are not on it, there is no point booking a slot in Vilnius.

Your situationWhere to file for a work or bachelor's study permit
Valid Lithuanian residence permitIn Lithuania
Lithuanian national visa (type D, for long stays)In Lithuania
Residence permit from another EU or Schengen stateIn Lithuania
Visa-free entry, for example on a US, Brazilian, Argentine or UAE passportIn Lithuania
Schengen visa from any state (type C, short stay)Abroad, through VFS Global
National visa from another countryAbroad, through VFS Global
EU Blue Card, the permit for highly qualified professionalsExisting procedure, provided you are legally in Lithuania

Note the visa-free line: a passport with visa-free access now beats a Schengen visa. The person who paid the consular fee and sat through the interview cannot file locally, while the next person in the queue with the right passport simply books at the Migration Department.

What if there is no VFS Global centre for you

This is where it gets uncomfortable. Nationals of India, Azerbaijan, Ghana, Cambodia and Mongolia have no available overseas channel for a standard work-based permit. Their remaining option is filing inside Lithuania, which means first obtaining a Lithuanian national visa or residence in another EU state. The EU Blue Card, with a salary from $4,100 a month, gets around the obstacle, but it does not fit every profession.

Nationals of Kazakhstan, Kyrgyzstan and Uzbekistan in the permitted categories can file through the centre in Baku. Students at Lithuanian universities, family members, highly qualified professionals, intra-company transferees, teachers and researchers keep access to overseas centres. Appointments already booked in Kazakhstan will be honoured if they fall no later than 1 March 2027. Belarusian nationals applying on employment grounds file in Armenia and Georgia.

Which grounds the new rule leaves out

The restriction names only employment and bachelor's studies. Family, your own business, startups and master's programmes are not singled out in it, so we confirm the filing route for those grounds for each applicant before any fees are paid.

Renewals work as before. A holder of a valid work-based permit applies for a new term once no more than six months remain on the current one. There is no need to change the place of filing, a rare case of bureaucracy choosing not to complicate life for people who already live here and pay tax.

The quota: the other half of the story

Where you file is not the only hurdle. Lithuania used up its annual quota of 24,706 new work permits for foreigners on 7 September 2026, and the next calculation comes in 2027. Renewals and high earners stay outside the quota: from $3,300 a month, or from $2,700 for professions on a special list.

Employers now have three sums to do at once: whether there is a quota place or a salary above the threshold, where the employee will physically file, and how many months the role will sit empty in the meantime.

How to get a Lithuania residence permit in 120 days, step by step

  1. Grounds. Work, Blue Card, study, family, business or Lithuanian roots: everything else follows from this choice. The full overview is in our guide to the Lithuania residence permit.
  2. Place of filing. Check your visa against the list above before you buy tickets. For filing abroad, confirm which VFS Global centre accepts nationals of your country.
  3. MIGRIS application. You complete it online and only then book the appointment.
  4. Fee. The state charges $180 (160 euros) for standard processing and $360 (320 euros) for urgent processing. Students at Lithuanian universities pay $90 (80 euros).
  5. Submission. Originals, fingerprints and supporting documents with an apostille and a Lithuanian translation.
  6. Decision and card. Up to four months on the standard track, faster on the urgent one. Then collect your card and register your address.

The costliest mistake under the new rules is arriving on a Schengen visa, agreeing a job and only then discovering you must fly to another country and queue for an appointment before your visa runs out. Plan the route before you enter, not after.

What a Lithuanian permit gives you and what comes next

The card lets you live in Lithuania and travel in the Schengen area for up to 90 days in any 180. Permanent residence follows after five years, and citizenship after ten with renunciation of your previous passport. Descendants of Lithuanians have a separate and much shorter road: Lithuanian citizenship by descent. You become a tax resident after 183 days in the country in a year: our tax residency calculator counts the days, and rates are on the Lithuania taxes page.

Where to look if Lithuania does not fit right now

The neighbours play by their own rules. Compare the terms in our guides to the Estonia residence permit and the Poland residence permit. If your employer is not tied to one country, remote work opens another route: digital nomad visas, for example in Spain or Portugal. A country comparison is in our piece on the easiest countries for permanent residency, and all programmes are in the residency section.
