How to get Belarus citizenship as a foreigner in 5 years in 2026

12 min read ·

The five years start only with a permanent residence permit, investment and marriage buy no passport, and the real price is the citizenship you start leaving first.

The costliest mistake here is made at the start: we check your route and your home country's exit rules before you file anything. Check my route

In short

  • The five years start with permanent residence. Time on temporary permits does not count toward them, so a foreigner with no direct ground for the permanent permit waits at least 10 years before filing, plus up to a year of review.
  • Registration is the real shortcut. Up to 2 months of review and no five-year or income test, for people born or living permanently in Belarus before November 12, 1991, their descendants, and local university graduates with 3 years of work there.
  • The everyday conditions are strict. No more than 90 days abroad per calendar year, income of $200 (574.47 Belarusian roubles) a month to be safe, and a 45-minute written language test with a 60% pass mark.
  • Your first passport is the price. You must hold no other citizenship or have applied to end it, unless that is impossible, and admission stays at the President's discretion even when you meet every condition.
  • Duties total $170 (495 roubles) from the residence application to the passport. Investment of at least $230,000 (675,000 roubles) and marriage give no passport by themselves.

In detail

A foreigner can apply for Belarus citizenship after five continuous years on a permanent residence permit, with a language test, proof of income and the end of any other citizenship. The decision is the President's. Government duties from the residence application to the passport come to $170 (495 Belarusian roubles). Neither investment nor marriage grants the passport by itself. The real shortcut is registration: up to two months of review for people with roots in Belarus from before November 12, 1991, and for graduates of Belarusian universities with three years of work there.

The five years start with permanent residence, not with your arrival

The citizenship law counts five continuous years from the permanent residence permit. Years on temporary permits, which last up to one year each, do not count.

Someone who moves for work with no family ties or special status first needs five lawful, continuous years on temporary permits before the permanent one. Only then does the citizenship count begin: at least 10 years before you can file, plus up to a year of review.

A direct ground for the permanent permit cuts out the first five years. Examples are a close relative who is a citizen living in Belarus, a spouse's right to family reunification, refugee status and Belarusian descent. Two job grounds need a state body's petition: a specialty that Belarusian employers need and, since April 1, 2026, a highly skilled job (five years of experience, a contract salary above five minimum wages). The road then takes five to six years. Our guide to permanent residence in Belarus covers each ground.

Four routes, and what each one drops

Registration drops the five years, the income test and the permanent permit, as long as you live in Belarus or have arrived to settle and have never been its citizen. The language test and the duty to end your first citizenship stay. If no 1991 address record survives, work record books, school papers and archive records can together stand in.

The waiver is discretionary: the law says the five-year rule "may" not apply. Restoration keeps only respect for the law and the language test, and refugees and people granted asylum follow standard admission without ending their first citizenship. If a treaty between Belarus and your country applies, its rules come first, and a manager will check that for you.

The 90-day limit, the income floor and the language test

The five years count as continuous only if, over the five years before you file, you left Belarus for no more than 90 days in each calendar year. A year over the limit counts against you until it leaves that window. Days beyond 90 are excused only for reasons outside your control: official guidance names a work trip and pandemic restrictions as examples, and the office checks your statement. Temporary-permit years carry the same 90-day limit.

The permit itself may be canceled, which ends the count, for example after more than a year abroad, permanent residence in another country, six months without lawful income at subsistence level, or more than a year without a valid residence card.

The income must be lawful and cover the subsistence minimum for you and dependents who cannot work. According to official data, from November 1, 2026 through January 31, 2027, that is $190 (535.70 roubles) a month on average per person and $200 (574.47 roubles) for an adult of working age. The law does not say which figure applies, so plan on the higher one. That is only the legal floor: our cost of living guide shows a real budget.

The language test is written, in Belarusian or the country's other state language, at your choice. You get 45 minutes, write by hand before an official and have no phone or reference material. Under 60% correct is a fail.

Your first passport is the real price

To apply for admission or registration, you must hold no other citizenship, lose your current one automatically on becoming Belarusian, or have already asked your home country's authority to end it. The only exception is when ending it is impossible for reasons outside your control. If two passports matter to you, start with our guide to dual citizenship by country.

The file needs paper from the foreign authority: proof that you have no other citizenship or lose it automatically, confirmation that your country has no exit procedure, or proof that your exit application was accepted, plus your signed commitment to bring proof of termination within a month of its decision. If ending it is impossible, you state your reasons and the internal affairs office checks them.

The trap is the order of events: you start leaving one citizenship before anyone has said yes to the new one. Admission is decided "taking into account the interests of the Republic of Belarus", so meeting every condition gives you the right to apply, not to a passport. A rejection comes as a presidential order, and you can reapply only after a year unless significant new circumstances appear. Whether you can halt the exit at home depends on that country's law, so check it first.

Quietly keeping the old passport is no workaround. Belarus does not recognize a citizen's foreign citizenship, internal affairs monitors whether the old one really ended, and a citizen who obtains another citizenship or foreign residence permit must report it within three months.

The wrong order can cost you a citizenship

Starting to leave your first citizenship before the route, the documents and your home country's exit rules are checked is the mistake that is hardest to fix, because the decision in Belarus stays discretionary. Murblz checks your route, sets the order of steps and prepares the file, so you reach the irreversible step knowing what it depends on. We guarantee professional work and a transparent process.

The cost of support depends on your route and your home country's exit procedure; a manager will calculate it in the chat.

Why investment and marriage are not shortcuts

Belarus has no citizenship-by-investment program. At least $230,000 (675,000 roubles) invested in the country can support a permanent residence permit, with a petition from a state body, and every other condition still follows. The presidential commission also weighs the same sum on a citizenship application, and it guarantees nothing.

By law, marriage neither grants nor ends citizenship. A spouse's gain is family reunification, a direct ground for the permanent permit. The five-year waiver needs three facts together: permanent residence in Belarus, at least three years of marriage to a citizen and a shared minor child who is a citizen. A marriage entered only to get the permit means refusal, and one ruled invalid cancels the permit.

What stops an application at the door

You file in person at the internal affairs office where you live. From abroad, only the waiver groups except spouses can file, at a Belarusian diplomatic mission. The application comes back without review if you were ever convicted of a war crime or a crime against peace or the state, have an uncleared conviction for an offense in Belarus or abroad, face prosecution in either place, were deported and the entry ban still runs, collected three or more administrative penalties in Belarus in one calendar year that have not expired, submitted false or forged documents, or currently serve in a foreign army, police force, security service or other government body.

If one of these appears during the review, or a condition stops being met, the review ends, so keep meeting the conditions until the decision. National security grounds can also end it, on registration too. A decision later found to rest on false information or forged documents is void from the day it was made. Refusals can be challenged in court, the President's at the Supreme Court.

What the state charges: $170 in duties

Four duties cover the standard road.

StepDuty
Application for permanent residence$31 (90 roubles)
Residence card$31 (90 roubles)
Review of the citizenship application$77 (225 roubles)
Biometric passport$31 (90 roubles)
Total$170 (495 roubles)

The tax code sets duties in base amounts, according to official data $16 (45 roubles) each since January 1, 2026. Each temporary permit on the longer road adds $46 (135 roubles). Apostilles, translations, certificates and your home country's exit charges are paid separately.

The oath, and what changes after it

Citizenship begins on the day of the oath, not the day of the decision. Ceremonies run at least once a quarter: you read the text aloud in a state language, sign it and leave with a certificate. Refusing cancels the decision.

Men aged 18 to 27 are subject to conscription. Joining a foreign army, police force, security service or other government body ends Belarusian citizenship, and a final court verdict for extremist activity or grave harm to the state can end citizenship gained by admission, registration or restoration.

Every country sets its own entry rules for this passport, and banks decide whether to open an account after checking sanctions lists and the origin of the money.

Doing it alone or with support

You can try this alone: the rules are public. It is more reliable with professionals because the expensive mistakes come early: a 10-year road taken when a registration ground existed, a 91st day abroad, an exit from your first citizenship started in the wrong order. At Murblz the process is clear and transparent: we match your situation to a route, check your home country's exit rules and prepare the file. The cost is available on request from a manager.

FAQ

How long does it take to get Belarus citizenship?
A foreigner with no direct ground for permanent residence waits at least 10 years before filing: five on temporary permits, then five on the permanent one, and the review adds up to a year. With a direct ground, such as family or a highly skilled job, the road takes five to six years. Registration takes up to two months of review for people who qualify.
Can I get Belarus citizenship by marrying a citizen?
Marriage by itself grants nothing, and the law says so directly. A spouse can get permanent residence through family reunification and then needs the five years. That wait can be waived only for someone living in Belarus permanently, married to a citizen for at least three years, with a shared minor child who is a citizen.
Does Belarus offer citizenship by investment?
Belarus has no such program. An investment of at least $230,000 (675,000 Belarusian roubles) can support a permanent residence permit, with a petition from a state body. The five years, the language test, the income rule and the duty to end your first citizenship still apply.
Can I keep my current passport after becoming a Belarusian citizen?
Belarus does not recognize a citizen's second citizenship. For admission and registration you must hold no other citizenship, lose it automatically, or have applied to end it, unless ending it is impossible for reasons outside your control. Refugees and the restoration route are free of this condition. Because this step is hard to undo, a manager can check your home country's rules before you start.
What is the language test like?
It is a written test in Belarusian or the country's other state language, at your choice, at the level needed for everyday communication. You have 45 minutes, write by hand in front of an official and cannot use a phone or reference material. Fewer than 60% correct answers is a fail.
How much does Belarus citizenship cost in government duties?
Four duties on the standard road add up to $170 (495 roubles): $31 (90 roubles) for the permanent residence application, $31 (90 roubles) for the residence card, $77 (225 roubles) for the citizenship application and $31 (90 roubles) for the biometric passport. Each temporary permit adds $46 (135 roubles). Apostilles, translations and the cost of ending your first citizenship are separate.
