Who is a Russian tax resident
A tax resident is someone who spent 183 days or more in Russia in 12 consecutive months. Article 207 of the Tax Code has no other criteria: citizenship, registered address or a flat in Moscow do not affect status. The annual result is set by calendar on 31 December, and days of entry and exit count as days in Russia. A resident pays income tax on worldwide income, a non-resident only on Russian income but at higher rates.

The tax-free amount of interest is RUB 1 million multiplied by the Bank of Russia's highest key rate on the first day of a month during the year: RUB 210,000 for 2025 and at least RUB 160,000, about $1,890, for 2026. The tax office calculates the tax on interest and sends a notice; it is due by 1 December of the following year.
What matters to the account holder
- Deposits are insured by the Deposit Insurance Agency up to RUB 1.4 million, about $16,500, per depositor per bank.
- A resident reports foreign accounts and their cash flows to the tax office; if more than 183 days a year are spent abroad, these duties fall away.
- Since 2022 Russian bank cards on Visa and Mastercard do not work abroad, and transfers to a number of countries are restricted by sanctions.
- Since 8 August 2023 Russia has suspended the key articles of tax treaties with 38 countries, so Russian tax cannot be reduced under those treaties.

How a foreigner opens an account at a Russian bank
- A passport with a notarised Russian translation.
- A document confirming the right to stay: migration card, visa, temporary residence or residence permit.
- A notice of registration at the place of stay.
- A tax number is optional but speeds up checks; the bank screens the client against sanctions lists and asks for the source of funds.
