But in 2026 it is no longer an hour at a branch as in 2022: the bank checks why you need the account, where the money comes from and what ties you to Armenia, and since 12 August 2026 these checks have been set in Central Bank rules. Can a Russian open an account and card in Armenia in 2026

Yes, and formally no residence permit is needed. By July 2022 Russians had opened more than 70,000 accounts in Armenian banks. Since late 2025 banks have become more cautious: they refuse to open accounts, reject some payments and close accounts citing internal checks.

  • Accounts are opened only in person: the first identification is not done remotely.
  • The bank looks at your ties to Armenia: rent, work, your own business, study.
  • Documents on the origin of funds are requested more and more often.

The main change of 2026 is not the formal requirements but the banks' mood. They used to open accounts for anyone who reached the counter. Now they open them for those who have something to explain.

None of these documents guarantees an account on its own. The bank assembles a picture from them: who you are, where the money comes from and what you plan to do with the account. The clearer the picture, the shorter the conversation.

The social card in Armenia: what it is and how to get it

In Armenia the social card means the public service number, a personal number by which banks, the tax service and phone operators identify you. Without it no account is opened.

  • The number is issued by the Migration Service of the Ministry of Internal Affairs to foreigners lawfully present in Armenia.
  • You can get it in person, through an authorised representative or online with strong identity verification.
  • A power of attorney certified by a Russian notary is accepted in Armenia without an apostille: both countries are parties to the 1993 Minsk Convention on legal assistance.

From 1 November 2026 the Armenian residence card becomes biometric and combines the residence permit, the identity card and the public service number. Which Armenian banks work with Russians

Large Armenian banks open accounts for non-residents: Ameriabank, Ardshinbank, ACBA Bank, Inecobank, Evocabank, Converse Bank, Araratbank, IDBank and others. They differ less in their document lists than in tariffs and how strict the review is.

  • Almost all issue Visa and Mastercard cards that work abroad.
  • Cards of Armenia's local payment system work mainly inside the country.
  • Some banks open accounts free of charge, others charge a one-off opening fee.
  • The decision is taken by the client review department, and a refusal may come without explanation.

In 2026 there is no universal bank that opens accounts for everyone. Policies change fast, so choose a bank not by a year-old review but by your situation: source of income, purpose of the account, currency, whether you need a card for travel.

How much an account and card in Armenia cost

Armenian banks' 2026 tariffs vary noticeably. Amounts are at the Central Bank of Armenia rate, about 362 drams to the dollar.

One bank rarely covers every goal at once. Many people who have moved keep two accounts: one at a large bank with an international card and one at a bank with low tariffs for life in the country.

What the bank will ask

The conversation with the bank officer is the main part of opening an account. Prepare the answers in advance and back them up with documents.

How to open an account in Armenia: step by step

  1. Entry: Russian citizens need no visa, and it is better to bring the international passport, since banks ask for it.
  2. An Armenian SIM card on your passport.
  3. A rental agreement or another document showing an address in Armenia.
  4. A public service number from the Migration Service.
  5. Documents on income and the origin of funds, ideally translated.
  6. A visit to the chosen bank's branch and a conversation with an officer about the purpose of the account.
  7. The bank's decision and card issue, usually within a few days.
  8. Setting up the mobile app on the Armenian number.

Allow a week for the whole process. It goes faster for those who arrive with a ready folder of documents rather than a question about what is needed.

Can you open an account in Armenia remotely

Not the first one. The bank must see the owner in person, and offers to open an account remotely through an intermediary deserve particular scrutiny.

  • The public service number can be obtained through a representative under a power of attorney.
  • Some banks accept documents through a representative, but that is the individual bank's decision, not the client's right.
  • Buying a ready-made card in someone else's name is not an option: legally it is not yours, and the bank will close it at the first check along with the balance.
  • In Russia, since 5 July 2025, handing your card to third parties and using someone else's carries criminal liability under Article 187 of the Criminal Code.

International or local card: which to choose

  • A Visa or Mastercard card: for purchases abroad, subscriptions and travel.
  • A card of Armenia's local payment system: for life in the country, cheaper to maintain but nearly useless abroad.
  • An account in dollars or euros: for payments with foreign clients; in drams, for life in Armenia.

An account in an Armenian bank is usually multi-currency, and several cards can be issued to it. A convenient setup for people who have moved: a local card for everyday spending and an international one for everything else.

How to top up an Armenian card from Russia

Transfers from Russia to Armenia work, but not from every bank and not for any amount. The Armenian bank checks the sender: a transfer from a sanctioned Russian bank may be rejected even if you personally are on no list.

  • A transfer by account details from a Russian bank that is not under sanctions.
  • Cash dollars or euros deposited to the account in Armenia.
  • Income from foreign clients paid straight to the Armenian account.

Armenia suits those who are going there anyway or live there. If the trip itself is not needed, compare the neighbouring options.

Why Armenian banks refuse and block Russians' accounts

  • No clear tie to Armenia: no rental, no job, no business.
  • The origin of funds is not confirmed.
  • A payment from a client or employer with sanctioned shareholders.
  • Rare large incoming payments with no payment purpose.
  • Someone else's card, or an account actually used by an intermediary.

What to do if the bank refuses

  1. Do not go back to the same bank the next day: the client review decision does not change quickly.
  2. Work out what was missing: ties to Armenia, income documents or an explanation of the purpose.
  3. Complete the package: rental agreement, client contract, statements, sole trader registration.
  4. Choose another bank with more suitable tariffs and requirements.
  5. If the account is for work, register as a sole trader first and open the account afterwards.

Each refusal is not a verdict but a hint. The bank rarely explains the reason, but it is almost always one of three: it is unclear who you are, where the money comes from, or why you need an account here in particular.

Taxes and reporting on an Armenian account

  • A Russian tax resident must notify the tax service of opening an account abroad within a month.
  • Since 2025 Armenia has been passing data on foreigners' accounts to the tax services of the countries where the owners are resident.

An Armenian account is not invisible to the tax office. It is an ordinary foreign account with all the obligations that come with it, and the more carefully you handle them, the calmer both the bank and the tax office are.

When it is easier to open an account through residence or a sole trader registration

For those living in Armenia, the most reliable route to an account is official status. A sole trader registration or your own company gives the bank a clear source of income, and a residence permit gives an obvious tie to the country.
