How to open a bank account in Kazakhstan as a Russian citizen in 2026
Remotely for $120 a year or with a 2-4 day trip: since 2026 embassies no longer issue the IIN. We cover the three legal routes, documents, transfers from Russia and the tax notification.

In detail
In 2026 Kazakhstan remains the only country near Russia where a bank account can be opened fully remotely and legally: through the state e-Residency programme at $120 a year. At the same time the old route has closed: since 1 January 2026 Kazakh embassies and consulates no longer issue the IIN, without which no Kazakh bank will open an account. Guides from 2023-2025 that start with a trip to the consulate are out of date.
Below are the three legal routes to an account and a card, the documents, timelines, costs in US dollars, transfers from Russia and what you need to do with the Russian tax service after opening the account. The bureaucracy here is fast, but banks look closely at the source of money, so preparation matters more than speed.
How to open a bank account in Kazakhstan in 2026: three routes

Kazakh banks do not open an account for a non-resident by power of attorney without identifying the owner: the bank must verify the client itself, and remotely this is only possible through e-Residency.
The IIN: no account without it
The IIN is an individual identification number, a taxpayer number and personal ID in one. Banks, mobile operators, notaries and every government service ask for it. Without an IIN a Kazakh bank will not open even a basic card.
- Where to get it. A foreigner temporarily staying in Kazakhstan gets an IIN at a public service centre with a passport.
- Time and cost. According to the e-government portal, 1 business day and free of charge.
- Documents. A passport; if it is not in Russian or Kazakh, a notarised translation. A Russian international passport needs no translation.
- What has closed. The pilot scheme for issuing IINs through embassies ended on 31 December 2025, and since 1 January 2026 Kazakh missions abroad do not issue numbers to foreigners.
The second route to a number is a digital IIN in the e-Residency programme. It is enough to open an account with the programme's partner banks, but it does not replace a regular IIN for everything else, such as buying property or working for an employer.
How to open an account in Kazakhstan remotely through e-Residency
The e-Residency programme started on 1 January 2026. A foreigner passes checks in a mobile app and receives a digital ID with an IIN, an eSIM with a Kazakh number and access to partner banks. Freedom Bank and Bank RBK currently open accounts remotely, but opening is not guaranteed: the bank makes the decision.
- Check your passport. The app check needs a biometric passport with a chip. An old-style five-year passport will not work.
- Apply in the app and pass identity verification. Russian citizens go through enhanced checks of identity and source of funds, and people under sanctions cannot take part.
- Pay for the status - $120 a year. Processing usually takes 1 to 3 business days.
- Open an account with a partner bank in its app. A digital card appears right after opening, and a plastic card is delivered for a separate fee at the bank's rate.
- Notify the Russian tax service within a month of opening the account.
e-Residency has limits. It gives no visa, no residence permit and no Kazakh tax residency: it is a key to a banking app, not to the country. A company under this status can only be registered in the Astana International Financial Centre; a regular limited liability partnership cannot be opened this way.
Remote or with a trip: which to choose
The remote route saves the journey, but the checks are stricter: the bank does not see the owner and relies only on documents. A trip costs more, but gives you a plastic card at once and a regular IIN that is useful for other matters in Kazakhstan too.
- Remote suits those who need a card for subscriptions, travel and foreign services, with no other reason to go to Kazakhstan.
- With a trip suits those with other business in Kazakhstan: renting a home, applying for a residence permit, work, children's schooling.
- With a residence permit accounts are opened by those who move: such a client is a resident for the bank and faces fewer questions.
If your passport is the old style, the remote route is closed: the app check needs a chip. That leaves a trip or a new passport.
A business account in Kazakhstan
A company account is opened separately from a personal one, and the bank looks deeper: at founders, beneficial owners, contracts and expected turnover. Without a company in Kazakhstan there is no business account, and a company through e-Residency is only possible in the Astana International Financial Centre.
A foreigner registers a regular limited liability partnership with an IIN and an electronic signature, and opens the account after registration. For exporting services and working with clients from different countries, the bank will ask for contracts and an explanation of the payment flows. How to open an account in Kazakhstan with a trip: step by step
A trip still gives the most reliable result: the bank sees the owner in person, there are fewer questions at the start, and you leave with a plastic card. The whole trip usually fits into 2-4 days.
- Check the entry rules. Russian citizens enter visa-free and stay up to 90 days within 180. Since 25 August 2026 a law on electronic entry authorisation for visa-free visitors has applied, still in test mode: the authorisation is free and travellers without it are let in. - Take your international passport. Entry on a domestic passport is possible, but banks mostly work with the international one.
- Prepare documents on purpose and money. Some large banks ask a non-resident for a document on the purpose of stay: an employment or university contract or a lease. An income statement and an explanation of where the money comes from remove half the questions.
- Get an IIN at a public service centre: 1 business day, free.
- Buy a local SIM card. The banking app and confirmation codes are tied to a Kazakh number. A lost number is the most common reason access to the account cannot be restored from Russia.
- Visit a branch. The bank will ask about the purpose of the account, expected turnover, source of money and tax residency. Answer the way your real transactions will look later.
- Check the card's expiry. Large banks usually issue a non-resident a card for 12 months, and reissuing it may require another visit.
A Monday morning queue at a branch sometimes takes longer than the flight to Almaty. So plan the visit for midweek and check in advance which document on the purpose of stay your chosen bank accepts.

Foreign currency accounts and transfers from Russia
A non-resident can hold accounts in tenge and foreign currency at a Kazakh bank. For travel and subscriptions the most practical option is an international card in dollars or tenge: if the issuing bank is not under sanctions, it works in Europe, Asia and online shops. Cards of the Chinese payment system are widely accepted in China, but Western services take them less often.
- Bank of Russia limits are lifted. Since 8 December 2025 Russian citizens transfer currency abroad without the previous limits: $10,000 a month for transfers without opening an account and $1 million a month from their own account.
- How money is sent. By card number or through money transfer systems, and by currency transfer from your own account at a Russian bank where the bank supports it. The sending bank sets the fee and rate.
- Cash. Since 29 September 2026 no more than 1 million roubles in cash, about $12,000, can be taken to Eurasian Economic Union countries, including Kazakhstan.
- Checks in Kazakhstan. The receiving bank may ask for an explanation of a large incoming payment, so keep income documents at hand.
How much it costs to open an account in Kazakhstan in 2026
The state charges nothing for the IIN; the main costs depend on the route. The remote route costs $120 a year for e-Residency status. A trip means tickets and 2-4 nights in a hotel, while issuing and maintaining the card follows the bank's rates.

Deposit insurance in Kazakhstan
Deposits and account balances of individuals, including non-residents, are protected by the Kazakhstan Deposit Insurance Fund. Protection starts automatically from the contract date, and compensation is paid only in tenge, even for foreign currency accounts.

The overall limit for all types of funds in one bank is about $44,000. If the amount is larger, it makes sense to split it between banks.
What to do in Russia after opening an account in Kazakhstan
For a Russian citizen living in Russia, an account in Kazakhstan starts not at the bank but at the tax office. The currency control law gives exactly one month for the notification.

Kazakhstan is a member of the Eurasian Economic Union, so a small card often needs no flow report, but the opening notification is always required. How to fill in the form and what a delay costs is explained in our article on notifying the tax service of a foreign account.
One more rule concerns payments: paying another Russian resident in foreign currency through a Kazakh account is generally prohibited, and the fine under Article 15.25 of the Code of Administrative Offences is 20% to 40% of the transaction.
What changed for accounts in Kazakhstan in 2025-2026
- 12 November 2025: the EU's 19th sanctions package banned transactions with a number of third-country banks, including banks in Kazakhstan. A card from such a bank may stop working in Europe.
- 8 December 2025: the Bank of Russia lifted the limits on currency transfers abroad for Russian citizens.
- 1 January 2026: Kazakh embassies stopped issuing IINs, and on the same day the e-Residency programme started.
- 13 February 2026: Kazakh residence permits moved to a points system: a Kazakh language test, an interview and about $12,500 in a local bank account. More on the page Kazakhstan residence permit.
- 25 August 2026: the law on electronic entry authorisation for visa-free visitors took effect, still in test mode.
- 29 September 2026: cash roubles taken to Eurasian Economic Union countries were capped at 1 million roubles, about $12,000.
Why Russian citizens' accounts in Kazakhstan get blocked
A bank rarely closes an account without a reason. Most often real transactions do not match what the owner wrote in the application.
- Transit payments. Money arrives from Russia and immediately goes to third parties: for the bank this is a sign of sanctions evasion.
- Purpose does not match turnover. The card was declared for travel, but regular business payments run through it.
- Sanctions screening. The bank checks the owner and counterparties against lists, and a match stops the transaction.
- Dormant account. Some banks close non-residents' accounts with no activity.
- A lost SIM card and an expired card. Without a Kazakh number app access cannot be restored, and reissuing a card to a non-resident may require a visit.
What does not work: a ready-made card in someone else's name bought through a messenger. The bank will close it at the first check together with the balance, and in Russia parts 3-6 of Article 187 of the Criminal Code on dealing in other people's means of payment have applied since 5 July 2025.
Taxes: does an account make you a Kazakh resident
No. You become a Kazakh tax resident after 183 days in the country within any 12 consecutive months, not because of an account or e-Residency. A resident pays 10-15% income tax on worldwide income; details on the page taxes in Kazakhstan.
Kazakhstan signed the multilateral agreement on automatic exchange of tax information in 2018, so the bank will ask about your tax residency when opening an account.
