Who needs a Kyrgyz passport in 2025?

7 min read ·

Kyrgyzstan occupies a singular geographic position in the very heart of Central Asia. Towering mountains, alpine lakes, a rich cultural heritage and a warmth of hospitality all their own make the country a magnet for foreigners from around the world.

Kyrgyz citizenship is the simplest and fastest to obtain for Russians in 2024. A second passport is invaluable for anyone who wants to open foreign accounts and companies, secure US and European visas without friction, and optimise their taxes.

Who is a Kyrgyz passport right for?

A Kyrgyz passport serves two kinds of people.

The first: you are afraid of losing your money

If you hold a Russian passport and you have capital, you have reason to worry. It is no longer safe to keep accounts in Russian banks or property registered to a Russian passport - at any moment it could all be gone. Interactive Brokers, the largest brokerage on the planet, is US-owned. Even a brokerage account tied to a Russian passport carries risk, all the more so given recent reports of a platform being built to confiscate cryptocurrency from Russian citizens.

A Kyrgyz passport is a guarantee that your funds stay secure.

The second: you are thinking about the future

If you want to feel safe and free, to assert your rights and meet your obligations, to access quality education and good healthcare, to secure a bright future for your children and leave the troubles of home behind, a second passport is well worth considering.

Kyrgyz citizenship is a secure foothold for you and your children.

The advantages of Kyrgyz citizenship

  • Fast processing (4-6 months)
  • Low taxes (personal income tax of 10%)
  • The option to deregister from Russian military service
  • 10-year US visas
  • A low cost of living
  • The ability to open accounts and run an international business
  • An environment that is familiar and easy to navigate for Russian citizens
  • Citizenship for the entire family

Anyone born in the USSR before 1991 can obtain Kyrgyz citizenship through a simplified procedure, under the four-party agreement between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on the simplified acquisition of citizenship. Two routes are available. Through naturalisation - for those who have lived in Kyrgyzstan for a year or more. Or by presidential decree - for those who resided in the former USSR between 1991 and 1997.

How long Kyrgyz citizenship takes under the 2026 rules

The Kyrgyz Citizenship Law No. 70 of 21 May 2007 sets the period of residence before you can apply:

  • 1 year for people born in the Kyrgyz SSR or who held USSR citizenship, adult children of Kyrgyz citizens and former Kyrgyz citizens;
  • 3 years for spouses of Kyrgyz citizens, investors in priority sectors and in-demand specialists;
  • 5 years under the general procedure, with proof of Kyrgyz or Russian language, a criminal record certificate and proof of income;
  • no minimum for ethnic Kyrgyz with returnee status.

A decision is taken within 6 months of filing, and citizenship takes effect from the date of the presidential decree. For a former USSR citizen the honest path from arrival to decree takes up to 19 months: a residence permit, a year living in the country with absences of no more than three months a year, filing and review.

The 1999 agreement: who qualifies for registration

The agreement of 26 February 1999 between Russia, Belarus, Kazakhstan and Kyrgyzstan on simplified acquisition of citizenship gives citizens of these countries the right to Kyrgyz citizenship by registration, with no minimum period of residence. You must move to Kyrgyzstan permanently and meet one of two conditions: a link to the Kyrgyz SSR before 21 December 1991, or a close relative with Kyrgyz citizenship permanently living in the country. Decisions under the agreement are taken within three months. Birth in any other Soviet republic does not qualify under the agreement: such applicants need one year of residence under the law.

What Decree No. 219 of 17 June 2026 changed

The presidential decree updated the regulation on citizenship procedures and took effect on 29 June 2026. Applicants now need legal status in the country, meaning a residence permit, a refugee or stateless person certificate or a compatriot card, plus residential registration. Citizens of neighbouring countries will have to present proof of renouncing their previous citizenship after receiving a Kyrgyz passport. Applications are accepted only in person at a public service centre: in 2025 the state agency that receives documents warned that offers to obtain a passport in six weeks through intermediaries are a fraud.

Do you keep your current citizenship

Yes. Russia does not terminate citizenship when a person acquires another one, and the 1999 agreement expressly preserves the previous citizenship until a positive decision. Renunciation is required only from citizens of Kazakhstan, China, Tajikistan and Uzbekistan. Russian-language documents need no translation in Kyrgyzstan, and the 2002 Chisinau Convention exempts them from legalisation.

How much it costs

At 2026 rates, a residence permit for a CIS citizen costs about $55, its renewal about $20 and the review of a citizenship application about $40, around $120 in government fees in total. Translations from other languages, a notary, housing and travel are extra. Kyrgyzstan has no citizenship by investment programme: an investor only shortens the residence period to three years.

FAQ

How long does Kyrgyz citizenship take?
Around 4 to 6 months, which makes it one of the fastest second passports available to Russian citizens. The exact timeline depends on the route you use: naturalisation or a presidential decree.
What are the taxes in Kyrgyzstan?
Personal income tax is a flat 10%, far below most European rates. That is a big part of why people pick a Kyrgyz passport for tax planning and running an international business.
Who qualifies for fast-track Kyrgyz citizenship?
The simplified route comes from the four-party agreement between Kyrgyzstan, Russia, Kazakhstan and Belarus, and mainly covers people born in the USSR before 1991. There are two options: naturalisation after a year of living in the country, or a presidential decree for those who lived in the former USSR between 1991 and 1997.
Does a Kyrgyz passport help with a US visa?
It does not give visa-free entry, but applying is far smoother with it, and US visas are typically issued for 10 years. The same logic applies to European visas and to opening accounts abroad.
Can I deregister from Russian military service with a second passport?
Yes, this is one of the practical benefits our clients cite. The exact procedure depends on your personal situation, so it is worth mapping out case by case.
How long do you need to live in Kyrgyzstan to get citizenship?
1 year for former USSR citizens and people born in the Kyrgyz SSR, 3 years for spouses of Kyrgyz citizens and investors, and 5 years for everyone else. A decision is taken within 6 months of filing.
Can you get a Kyrgyz passport without moving there?
No. Since 29 June 2026 applicants need legal status in the country and residential registration, and applications are filed only in person. Even the 1999 agreement requires a permanent move.
Do I have to give up my current citizenship for a Kyrgyz passport?
It depends on your passport. Russia, for example, does not terminate citizenship when you acquire a second one; renunciation is required only from citizens of Kazakhstan, China, Tajikistan and Uzbekistan.
How much does Kyrgyz citizenship cost?
Government fees for the residence permit, its renewal and the review of the citizenship application come to about $120 at 2026 rates. Translations, a notary and accommodation are extra.
How long does Kyrgyz citizenship take under the 1999 agreement?
Up to three months after filing. But you can only file after moving to Kyrgyzstan permanently and if you have a link to the Kyrgyz SSR before 21 December 1991 or a close relative with Kyrgyz citizenship living in the country.
