10 benefits of Kyrgyz citizenship in 2025

6 min read ·

Kyrgyzstan occupies a unique position in the very heart of Central Asia. Majestic mountains, alpine lakes, a rich cultural heritage and a reputation for warm hospitality all make the country an appealing destination for people from around the world.

The benefits of Kyrgyz citizenship

A fast process

Kyrgyz citizenship can be obtained in four to six months.

Low taxes

A flat tax rate of 10% is among the lowest in the world.

For cryptocurrency holders, that means 10% personal income tax with Russian brokers instead of 15% (the standard rate in Russia is 15%).

How does it work? The tax treaty between Kyrgyzstan and Russia is structured so that the rate is determined solely by your country of tax residence. If you hold a Kyrgyz passport and can prove that you live in the country, your rate with Russian brokers drops to 10%.

There are also reports that Russia plans to raise personal income tax from 15% to 20% for residents earning more than 5 million rubles a year.

A consultation on obtaining the passport pays for itself within a single calendar year through tax savings alone.

Removal from Russian military registration

A person holding dual citizenship can be removed from military registration in Russia.

US visas

The United States has extended the validity of tourist and business visas for Kyrgyz citizens to ten years. B-1 and B-2 visas became entirely free of charge as of 4 March. Visas are issued readily, and the refusal rate is low.

Life in Kyrgyzstan

This means living in a beautiful country with a superb climate: mountains, rivers, lakes and forests.

A low cost of living

The cost of living in Kyrgyzstan is far lower than in Russia. A single person needs roughly $500-600 a month excluding rent, while housing in the centre of a major city runs about $400-500.

Open bank accounts and store cryptocurrency safely

With a Kyrgyz passport you can open a bank account within the Visa and MasterCard networks and transfer money abroad.

Holding savings in stocks or cryptocurrency on a Russian passport has become extremely risky. Russian citizens increasingly face account bans and the confiscation of their funds.

Running an international business

Many Russian citizens now face a wide range of restrictions abroad. How can you protect your business and step out from under sanctions? To operate freely internationally, you need a second citizenship - Kyrgyz citizenship being one such option.

A comfortable environment

Kyrgyzstan has a large Russian-speaking community, and Russian is an official language.

Citizenship for the whole family

Every member of the family can obtain the country's passport alongside the main applicant. Children born on Kyrgyz territory acquire citizenship by descent.

Those born in the USSR before 1991 can apply for Kyrgyz citizenship through a simplified procedure, under the four-party agreement between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on a simplified process for acquiring citizenship. Two routes are available: naturalisation, for those who have lived in Kyrgyzstan for a year or more; or by presidential decree, for those who resided in the former USSR between 1991 and 1997.

Who can get citizenship in 2026 and how fast

The rules are set by Kyrgyz Law No. 70 of 21 May 2007 on Citizenship. The required residence depends on the ground:

GroundResidence requiredKey documents
General naturalisation5 yearsKyrgyztest state language certificate, criminal record certificate, proof of income
Born in the Kirghiz SSR or former USSR citizens1 year instead of 5documents on birth or USSR citizenship
Spouse of a Kyrgyz citizen3 yearsmarriage certificate and spouse's passport
Ethnic Kyrgyzno minimumkairylman certificate or documents on ethnicity

Without a residence permit and actually lived years, no presidential decree on admission will be issued. The petition fee is about $25 and state payments total about $120. The decision is made by presidential decree within up to 6 months under the law.

You may keep your current citizenship

Kyrgyzstan does not require renouncing Russian citizenship. There is no dual citizenship treaty between Russia and Kyrgyzstan, so each country treats you only as its own citizen: a Russian in Russia and a Kyrgyz citizen in Kyrgyzstan, with all rights and obligations.

Taxes for a citizen

Kyrgyz income tax is a flat 10%, or 5% for High Technology Park employees. Tax residence depends on days spent in the country, not on the passport, so a new passport alone does not change your taxes. More on the Kyrgyz citizenship page.

How the process works

  1. Legal status in the country. A residence permit, refugee certificate or compatriot card plus address registration.
  2. Residence period. For former USSR citizens a year of continuous residence in Kyrgyzstan; for others the period per the table above.
  3. Filing in person. Documents are accepted by the state agency Kyzmat through public service centres; fingerprints and signature are taken on the day.
  4. Checks. Opinions of the national security service and the Interior Ministry, then the citizenship commission under the President.
  5. Presidential decree. Within up to 6 months of filing, after which the passport is issued.

Offers to obtain a passport without a personal visit or lived period are illegal: in 2025 the agency warned specifically that admission to citizenship goes only by law and in person.

FAQ

How long does Kyrgyz citizenship take?
The route described in the article takes about four to six months. The exact timing depends on your legal grounds, how complete your file is, and the workload of the authorities.
Is the tax rate in Kyrgyzstan really 10%?
Yes, Kyrgyzstan applies a flat 10% personal income tax, among the lowest anywhere. To actually use it you have to be a tax resident of Kyrgyzstan, not just hold the passport.
Do I have to live in Kyrgyzstan to pay the lower tax?
Yes. Your rate is set by where you are tax resident, so the passport alone is not enough - you need to show you actually live there. Without that, your previous tax obligations stay in place.
Does Kyrgyzstan allow dual citizenship?
Kyrgyzstan is among the countries that allow multiple citizenship, and the law does not force an automatic renunciation. Check your current country's rules too, and confirm the conditions of the specific route you apply under.
Can you travel to Europe visa free with a Kyrgyz passport?
No, Kyrgyz citizens need a visa for the Schengen area. The practical upside is elsewhere: US visas are often issued with long validity, and travel across the CIS and parts of Asia is visa free.
How long must I live in Kyrgyzstan for citizenship?
5 years in the general procedure. 1 year for those born in the Kirghiz SSR or former USSR citizens, 3 years for a citizen's spouse, no minimum for ethnic Kyrgyz.
Do I have to give up my current citizenship?
No, Kyrgyzstan does not require it. There is no dual citizenship treaty, and each country treats you only as its own citizen.
How much does Kyrgyz citizenship cost?
State payments are about $120, including a petition fee of about $25.
What is the income tax rate in Kyrgyzstan?
10%, or 5% for High Technology Park employees.
Do former USSR citizens take a language test?
No, there is no language test for them; a state language certificate is required in the general procedure.
Can documents be filed through an intermediary?
No, only in person through a public service centre.
What documents are needed for Kyrgyz citizenship in the general procedure?
A state language certificate, a criminal record certificate, proof of income and documents on 5 years of legal residence.
How long does a Kyrgyz citizen's spouse wait for citizenship?
3 years of living in the country after marriage, plus up to 6 months for the presidential decree.
Must I live in Kyrgyzstan continuously?
Former USSR citizens need a year of continuous residence with legal status and address registration.
Who decides on Kyrgyz citizenship?
The President by decree, after checks and an opinion of the citizenship commission.
