In detail
A representative with a notarised power of attorney can collect a replacement Russian marriage certificate at any civil registry office in Russia on the day of application, if the record is in the unified electronic register. The fee is about $10 and the apostille about $30. Through a consulate the same document takes up to four months and costs $80 with an apostille.
There is also an unexpected rule that trips people up most often. The law does not issue a replacement marriage certificate to people who have divorced at all: they are entitled to a divorce certificate and a certificate confirming that the marriage was registered. A foreign official who asks for both documents usually does not know this.
Below are all the 2026 routes: a representative at the registry office, the Gosuslugi public services portal, a consulate and requesting documents from former Soviet republics, plus the apostille, translation and traps. Amounts are converted into dollars at the Bank of Russia rate, about 85.7 roubles per dollar, and rounded up.
How to get a replacement marriage certificate from abroad: three routes
Since the unified state register of civil status records was introduced, replacement certificates are issued from the register record under Article 9 of Law 143-FZ. So a registry office in Moscow can issue a certificate for a marriage registered in Yekaterinburg, and there is no need to travel to the city of the wedding.

If the marriage was registered in the Kazakh SSR, the Uzbek SSR or another former republic, the record is kept in that country's archive. A Russian registry office will not issue a replacement certificate, and the document has to be requested separately, as described below.
Who can get a replacement marriage or divorce certificate
The list is closed and set out in Article 9 of Law 143-FZ. The certificate goes to the person the record concerns and, on their death, to relatives. A representative receives the document under a notarised power of attorney, and this is what makes the whole route from abroad possible.

The other document confirming registration is a certificate from the registry archive. It too can be apostilled and translated, and abroad it is submitted together with the divorce certificate as proof of the previous marriage.
Through a representative at the registry office: the fastest route
The official timelines here are one day for the certificate and up to 5 working days for the apostille. Most of the time goes not on the registry office but on the power of attorney and couriers.
- Execute a power of attorney at a Russian consul or a local notary with an apostille, then have it translated into Russian by a notary in Russia. More in our article on the power of attorney from abroad.
- List specific actions in it: apply for a replacement certificate or a registry certificate, pay the fees, collect the document, apply for an apostille and collect it.
- Send the original to Russia: the registry office will not accept a scan.
- The representative goes to any registry office or public service centre with the power of attorney and their own passport and pays the fee.
- The apostille is affixed by the registry authority of the region where the certificate was issued.
- The document is sent by courier to your country of residence.
The representative can be a relative, a friend or a professional attorney: the law only requires a notarised power of attorney. One power of attorney can cover several documents at once, such as a divorce certificate and a marriage registration certificate.
A replacement marriage certificate through Gosuslugi
You can order the certificate on Gosuslugi from any country in a few minutes, but you cannot collect it online. The law allows an electronic request with a simple electronic signature, and the document is issued by the registry office named in the request. It will not be posted abroad.
- Log into a verified account: codes go to the linked Russian number.
- Choose the service for a replacement marriage or divorce certificate, enter the record details and the registry office for collection.
- Pay the fee, about $10.
- Wait for the readiness notice and collect the document in person or through a representative with a power of attorney.
Gosuslugi is handy when someone in Russia can go to the registry office while the power of attorney is still on its way: the application is already in progress and the representative collects the finished document. The discount for paying through the portal no longer exists, and the fee for a replacement certificate was raised to today's level of about $10 on 1 January 2025.
Through a Russian consulate
A consulate is the only route that needs nobody in Russia. The price is time: the consul does not issue the certificate but sends a request for the document to Russia. The procedure is set by a joint order of the Foreign Ministry and the Justice Ministry of 20 December 2024, No. 26686/377.
- Book an appointment and file the request in person, with no corrections or crossings-out.
- Attach your passport, documents proving your right to the certificate and the consular fee receipt.
- Wait up to 4 months from registration of the documents with the relevant departments of the two ministries, with up to 3 more months for valid reasons.
- Receive the document by post or in person.
The consular fee for requesting a document is $40 without an apostille and $80 with one per document, under Government Resolution No. 889 as amended in 2024. It is paid in local currency. Consulates cannot apostille civil registry documents themselves, so the apostille is ordered at once and affixed in Russia before dispatch.
Apostille on a marriage or divorce certificate
An apostille is a stamp under the 1961 Hague Convention that certifies the signature and seal so the document is accepted in another country without consular legalisation. On a marriage or divorce certificate it is affixed by the registry authority of the Russian region where the document was issued.

An apostille is needed in Hague Convention countries: almost all of Europe, Latin America, Georgia, Armenia and Kazakhstan. The translation is done after the apostille so that the stamp is translated too.
A replacement divorce certificate: what matters
Each former spouse can get a divorce certificate: the divorce record concerns both. The procedure is the same as for a marriage certificate: a representative at any registry office, Gosuslugi or a consulate.
A common trap is a court divorce that was never registered at the registry office. A court decision does not produce a certificate by itself: the divorce must be registered, and then the certificate is issued. Since 1 January 2025 the fee for registering a divorce is about $60 from each former spouse, including after a court divorce. Registration can also be done through a representative with a power of attorney.
If the divorce was granted abroad under local law, Article 160 of the Russian Family Code recognises it as valid where that country's law was followed. There will be no Russian registry certificate in this case: the proof is the foreign decision with an apostille and translation.

How long a replacement marriage certificate takes
The document itself is the quickest part of the route. Time goes on the power of attorney, couriers and the apostille.
- At a registry office through a representative: the same day if the record is in the electronic register. If the record exists only in the paper archive, the office checks it first.
- Apostille: up to 5 working days, or up to 30 if the authority needs a signature sample of the official who signed the document. In some regions it is affixed on the day of an in-person visit.
- Through a consulate: up to 4 months, with up to 3 more for valid reasons.
- Requesting a document from another former Soviet republic: no official deadline, months in practice.
The real timeline through a representative adds up from the power of attorney, delivering the original to Russia, the registry visit, the apostille and the return courier. The earlier the power of attorney is ready, the shorter the whole chain.
What to put in the power of attorney
A general power of attorney to represent you at the registry office does not always work: the official checks whether it lists specific actions. It is safer to list them directly:
- apply for a replacement marriage or divorce certificate and for a certificate confirming the state registration of the marriage;
- pay the state fees;
- collect the certificate and the registry certificate;
- apply for an apostille and collect the apostilled documents;
- if needed, register the divorce on the basis of a court decision.
A power of attorney executed by a foreign notary is apostilled in the country where it was made and translated into Russian with notarial certification in Russia. A power of attorney from a Russian consul needs no translation.
Translating a marriage certificate: what to check
The translation is done after the apostille so that the stamp is translated too. Who certifies it depends on the country of filing: a sworn translator in Spain, a court interpreter in Serbia, a notary in Georgia. A translation not made under local rules will be returned with the application.
- Surnames and first names are spelled as in the foreign passports, not by the translator's own transliteration.
- The REPLACEMENT mark and the lines on the place of registration and place of issue are translated in full to avoid questions about two different registry offices.
- The married surname is checked across all family documents: the marriage certificate, passports and children's birth certificates.

Does a replacement marriage certificate cancel the original
No. Law 143-FZ has no rule under which issuing a replacement cancels the earlier certificate: both reflect the same record. An old certificate found in a box of photos a week after you got the new one keeps working.
A replacement is easy to spot: the form carries the mark REPLACEMENT, the place of registration line names the registry office that originally made the record, and the place of issue line names the one that issued the new form. A foreign official sometimes finds the mark suspicious, so the translator must translate it too.
Correcting or changing a record, for example a mistake in a surname, is a different matter. Then the old certificate is handed in and a new one is issued on the basis of the corrected record.
If the marriage was registered in another Soviet republic or abroad
A Russian passport does not move the marriage record to Russia. If the marriage was registered in Alma-Ata, Tashkent or Frunze, the record is kept in the archives of Kazakhstan, Uzbekistan or Kyrgyzstan, and a Russian registry office will not issue a replacement certificate.
Such a document is requested through the Russian Justice Ministry: the application goes by post to the ministry or its regional office, with a copy of the passport and a fee receipt of about $5 per document. A representative with a power of attorney can apply too. An apostille on another country's document is affixed only by that country's authorities.

Why you need a marriage certificate abroad
Abroad, a marriage certificate is most often requested in three situations: a residence permit for a spouse, a surname change in local documents, and a new marriage or divorce. For divorced people, proof that the previous marriage has ended is added to the list.

Pitfalls
- Divorced people will not get a marriage certificate. Request a divorce certificate and a marriage registration certificate, or the representative will leave the registry office with a refusal.
- A court divorce not registered at the registry office. A court decision gives no certificate by itself: the divorce is registered at the registry office, and since 1 January 2025 the fee is about $60 from each former spouse.
- An apostille in the wrong region. A registry authority apostilles only documents from its own region and returns others with a refusal.
- A power of attorney without the needed actions. If it lacks the right to apply for an apostille, the representative will have to wait for a new one.
- A surname change after marriage. Surnames are spelled differently in Latin letters in foreign documents, so the translator checks it against the foreign passport.
- A record in another country's archive. If the marriage was registered in a former Soviet republic, a Russian registry office cannot help, and time goes on the request.
