You can replace a Russian diploma from abroad without travelling to Russia: under Order No. 670 of the Ministry of Science and Higher Education, the university issues a duplicate within a month of the application, and a representative with a power of attorney can collect it. A lost diploma is not restored as such: a duplicate with the same legal force is issued instead. For use abroad it almost always needs an apostille and a translation, and to work in your profession it also needs recognition.

The main risk is a chain that breaks at one link
The law does not stop you applying for a duplicate and an apostille on your own. But mistakes cost more than fees: an application to the wrong university or archive, a power of attorney without an apostille or the right powers, an apostille on the diploma but not the supplement, a translation your country of residence will not accept. Diploma duplicate: how to get one from abroad
The procedure for issuing duplicates of higher education diplomas was set by Order No. 670 of 27 July 2021. A duplicate is issued in four cases: the diploma or supplement is lost or damaged, errors are found in it, or the holder's surname, first name or patronymic has changed.
- Application to the university. It states the reason and the preferred way to receive the duplicate. Attach a copy of your passport and, if your surname changed, copies of the documents on the change, such as a marriage certificate.
- Filing from abroad. The application is filed in person, through a representative with a notarised power of attorney, or by post. The power of attorney is made at a Russian consulate or by a local notary with an apostille and a Russian translation.
- Timeline. The university issues the duplicate within a month of receiving the application. The data come from the archive: the specialisation, qualification and grades are restored from your personal file.
- Collection. The duplicate is handed to the holder in person, to a representative with a power of attorney, or sent by registered mail with acknowledgement of receipt. From abroad people usually choose a representative, who then takes the document straight to the apostille office.
The duplicate is printed on the current form with the word DUPLICATE before the word DIPLOMA. The same marking appears on the supplement duplicate. It is signed by the university's current head and has a new registration number. A duplicate has the same legal force as the original and is accepted abroad on equal terms.
If the university has closed, been renamed or merged
If the university is liquidated, under Order No. 670 the duplicate is issued by its founder or, if there is none, by the authority in charge of the archive holding graduates' personal files. If the university was not liquidated but merged into another, the archive and the duty to issue duplicates pass to the successor. The first step is to find out where the personal files are kept: that decides where to send the application.
If your surname has changed
A change of surname is a ground for a duplicate in its own right. The new document is issued in your current names if you attach supporting documents. Abroad this saves extra translations and explanations of why your passport and diploma show different surnames.
If the diploma is intact but stayed in Russia
A common situation after moving: the diploma is with relatives, but you need it abroad with an apostille. No duplicate is needed in this case. A relative with a power of attorney takes the original diploma and supplement to the regional education authority for the apostille, collects them and sends them to your country of residence or hands them straight to a translator.
If you would rather not hand over the original, an apostilled notarised copy is sometimes enough: here the apostille is affixed by the regional office of the Ministry of Justice on the signature of the notary who certified the copy. But for diploma recognition and skilled worker visas many authorities abroad accept only an apostille on the diploma itself, so this option is chosen only when the country's requirements are known for certain.
Checklist for your representative in Russia
- a notarised power of attorney covering the university, the archive, the apostille and sending documents;
- a copy of the diploma holder's passport and documents on any change of surname;
- the duplicate application stating the reason and collection method, signed by the holder;
- the university's name at graduation, the year, faculty and specialisation, which are used to find the personal file;
- receipts for the apostille fee: 2,500 roubles for the diploma and the same for the supplement;
- the address and delivery method abroad, or the contacts of a translator in your country of residence.
The fuller the graduation details, the faster the university or archive finds the personal file: for reorganised universities a search by surname alone, without year and faculty, can take weeks.
Apostille on a diploma: who affixes it, timelines and Gosuslugi
An apostille is a stamp certifying that a Russian document is genuine for countries party to the 1961 Hague Convention. For education documents it is affixed not by the Ministry of Justice or the civil registry but by the education authority of the region where the issuing university or college is located. Every apostille issued is entered in a federal register kept by Rosobrnadzor, the federal education supervisor.
- Fee. 2,500 roubles per document under the Tax Code, about $30. The diploma and the supplement are two documents.
- Timeline. Under the general rule of Law No. 330-FZ on apostilles, no more than 5 working days. For documents issued by educational organisations the period can reach 45 working days, including verification with the university.
- Verification. The diploma is checked against the federal register of education documents. If there is no record, for example for older diplomas, the authority queries the university or archive, and the timeline grows.
- Original only. The apostille goes on the original or the duplicate, not on a copy. A duplicate is apostilled in the same way as an original.
- Who applies. The diploma holder or a representative with a power of attorney.
The apostille application can be filed through Gosuslugi, which saves one visit to the office. The original diploma still has to be handed over, so from abroad it works best when a representative collects the duplicate from the university and takes it straight to the apostille office in the same region.
If the country where the diploma is needed is not party to the Hague Convention, consular legalisation is required instead: certification by Russia's Ministry of Foreign Affairs and by that country's consulate. China joined the convention in November 2023 and Canada in January 2024, so an apostille is now enough for them.
College diploma and school certificate duplicates
College diplomas and school leaving certificates are replaced the same way. A college diploma duplicate is issued by the college or, if it was liquidated, by its founder or the archive. A school certificate duplicate is issued by the school or, if it no longer exists, by the municipal education authority that keeps the archive. The same regional education authority affixes the apostille.
A school certificate is needed abroad less often than a diploma: usually for admission to a university or college. A college diploma is requested for recognition of vocational qualifications and for some work visas.
Translating the diploma: in Russia or in your country of residence
Abroad a Russian diploma is translated into the local language. There are two routes: a notarised translation in Russia, where a notary certifies the translator's signature, or a translation by a sworn translator in the country where the document will be used. Many countries, such as Spain, Germany and France, usually require their own sworn translators, so a translation made in Russia often has to be redone.
The order is simple: apostille first, then translation. The diploma, the supplement with grades and the apostille stamp are all translated, otherwise the file is returned. More on our page on translations and apostilles.
A power of attorney from abroad: how to make one that is accepted
Almost all the work in Russia rests on the power of attorney, so a mistake in it costs months. It can be made in two ways.
- At a Russian consulate. The consul certifies it like a Russian notary, and no apostille or translation is needed. The downside is that consular appointments in some countries are booked weeks ahead.
- With a local notary. Faster, but the power of attorney then needs an apostille from the country where it was made and a translation into Russian certified in Russia. Without the apostille or translation the university and the authority will not accept it.
The power of attorney lists every action: applying to the university or archive for a duplicate, collecting the duplicate and supplement, applying for and collecting the apostille, paying fees and sending documents abroad. If a power is missing, the representative will be turned away at some step of the chain. Name the documents, the university and its possible successor too.
If the diploma is Soviet or was issued in another republic
Diplomas issued in the RSFSR and the USSR by universities now located in Russia are replaced under the same rules: the university or its successor issues a duplicate from archive data. Older diplomas are often missing from the federal register, so the duplicate is apostilled after verification with the university, and it is worth allowing the full 45 working days.
If the university was in another Soviet republic, such as Kazakhstan, Ukraine or Belarus, the duplicate is issued under that country's law by its university or archive, and the apostille is affixed there too. Russian authorities do not replace such a document or apostille it.
If you need the diploma urgently
By law a duplicate takes up to a month, while an employer or migration office often wants it sooner. There are two ways to gain time.
- An archive certificate from the university. Many universities issue, on application, a graduation certificate with the diploma details within a few days. It does not replace the diploma but often lets you file documents and submit the duplicate later.
- Working in parallel. The representative files the duplicate application and prepares the apostille application at once, while a translator in your country of residence gets a scan in advance to translate the document on the day the original arrives.
No one can lawfully promise anything faster than the legal deadlines: a month for the duplicate and up to 45 working days for the apostille are set by the order and the law. But the right sequence usually brings the whole route down to one and a half to two months.
Recognition of a diploma abroad
An apostille only confirms that the diploma is genuine. To work in your profession, continue studying or get a skilled worker visa, many countries also recognise the diploma by comparing its level and content with local education. For doctors, teachers, lawyers and other regulated professions recognition is mandatory almost everywhere and often includes exams.

Recognition almost always requires an apostille, a translation and the supplement with hours and grades, so the duplicate is ordered together with the supplement. How long the whole process takes
A worked example for a diploma lost while moving to Spain. The duplicate application and a month for it to be issued. Then the apostille: 5 working days if the diploma is in the register, or up to 45 working days if the university checks its archive. A few more days for delivery to your country of residence and a sworn translation. In total, one and a half to three and a half months until you have a set you can submit for recognition. Another common mistake is asking the university to post the duplicate abroad. The procedure allows registered mail, but international post from Russia is now slow and unreliable, and the document still has to be taken for the apostille.
