Russian certificate of no marriage for a wedding abroad
Any registry office in Russia issues it the same day for about $5, but a consulate abroad does not. How to get it from abroad, apostille it and what five popular countries require.
To marry abroad, a Russian citizen almost everywhere needs one paper: a certificate that the Russian register has no record of their marriage. Any civil registry office in Russia issues it on the day you apply, and the fee is about $5. The catch: Russian consulates abroad do not issue it, so from abroad it is obtained through a representative with a power of attorney.
Below is which document is actually needed, how to get it from abroad, what the apostille costs, how long the certificate is valid and what Georgia, Cyprus, Serbia, Turkey and the US require for a wedding.
Which document is actually needed
The words marital status certificate cover three different documents, and mixing them up is costly.
- Certificate of absence of state registration of marriage, form No. 15. The civil registry issues it from the unified state register of civil status records. This is the main certificate for a wedding abroad.
- Certificate of marital capacity from a Russian consulate. The consul issues it only on the basis of a form No. 15 certificate obtained from the registry. Some countries ask for this one.
- Certificate of no impediment, as many countries call it. Russia issues no document with that name; its role is played by form No. 15 or the consular certificate.
Consulates have stopped certifying marital status statements based on passport stamps, so form No. 15 from Russia is almost unavoidable.

How to get the certificate if you are already abroad
- Check the requirements of the country of marriage. Which certificate it accepts, whether an apostille is needed, whose translation and how recent. This is cheaper than redoing the file.
- Arrange a power of attorney. With a Russian consul or a local notary with an apostille and Russian translation. The procedure is the same as in how to get a police certificate while abroad.
- Get form No. 15. The representative applies at any registry office in Russia and receives the certificate the same day.
- Apostille it. The regional registry administration apostilles registry documents; the fee is about $30 per document and it takes a few working days.
- Translate it. A notarised translation in Russia or a sworn translator in the country of marriage, depending on its requirements.
- Send the documents. By courier to your country of residence, originals only.
How long the certificate is valid
Russian law sets no validity period, but in practice the certificate is considered fresh only briefly. Russian consulates work on 6 months, the same as for the certificate of marital capacity. Countries of marriage often require an even more recent one, no older than 3-6 months on the filing date.
The certificate covers only the period when you were unmarried. If you were married and divorced, it shows the time after the divorce, and the divorce itself is proven by a separate document.

Georgia is the simplest option: no certificate of no marriage is required, and registration without a ceremony is free. Turkey and Cyprus need a bigger file and are stricter on dates, so the certificate is ordered closer to the filing date.
If you were married before: divorced and widowed
Those previously married also need a document ending the previous marriage: a divorce certificate or the spouse's death certificate. If the original is lost, the registry issues a duplicate for a fee of about $10. It is also apostilled and translated. Pitfalls

- different spellings of the surname in the passport and the certificate;
