Who must deregister from military registration
The obligation applies to everyone on the register: conscripts, reservists, men and women with military specialities. The basis is Article 10 of the law on military duty and military service: one must deregister when leaving Russia for more than six months, and on returning register again, also within two weeks.

How to deregister from military registration from abroad
- Prepare an application to deregister in connection with leaving Russia for more than six months.
- Collect proof: a copy of the international passport with exit stamps, a residence permit, a certificate of consular registration or another document of residence abroad.
- Submit the application to the military commissariat where you are registered: via the public services portal, by registered mail or through a representative with a notarised power of attorney.
- Send or hand over the military ID or conscript certificate if the commissariat requires it to record the deregistration.
- Obtain confirmation - a mark in the military registration document or a reply from the commissariat - and keep it.
A power of attorney from abroad is executed before a Russian consul or a local notary with an apostille and translation. A certificate of consular registration is issued by the consulate where you live.
What changed in 2025-2026
Since 2023 Russia has had a single military registration register, and summonses are also sent electronically via the public services portal. A summons is deemed delivered even if it was not opened. So it is better to close military registration obligations with documents: deregistration with confirmation avoids questions about fines for failing to appear at an old address.
Deregistration does not end Russian citizenship or release you from military duty for good. It only records that you live abroad. On returning to Russia for permanent residence you register again.
