Portugal golden visa processing time in 2026

8 min read ·

Of 46,000 golden visa applications, Portugal's migration agency has processed about 6,000, or 13%. The minister told parliament in October 2026, while the agency prepares for its third president in three years. How long you really wait for a card, what changed for citizenship, and when Portugal still makes sense.

In short

  • In October 2026 Portugal's Minister of the Presidency António Leitão Amaro told parliament that about 6,000 of 46,000 golden visa applications have been processed, roughly 13%.
  • About 30,000 biometric appointments have been scheduled. An appointment is not a decision: the bottleneck has moved to the stage between fingerprints and the card.
  • New files in practice reach a first card in 14-18 months. The 30-90 days promised in 2025 never materialised.
  • Since May 19, 2026 Portuguese citizenship requires 10 years of legal residence (7 for EU and Portuguese-speaking nationals), counted only from the first card.

In detail

For a decade Portugal's golden visa was the easiest way into the European Union for an investor: put the money in, visit for a week a year, apply for a passport after five years. In 2026 only the money and the week survive. Everything else has stretched.

In early October 2026 Minister of the Presidency António Leitão Amaro gave the numbers to parliament's constitutional affairs committee: of 46,000 golden visa applications filed, the migration agency has processed about 6,000. That is roughly 13%. A year earlier, on October 29, 2025, the same minister promised to clear the investor queue during 2026. Two months of the year are left.

What happened to Portugal's golden visa

The golden visa's official name is ARI (Autorização de Residência para Investimento, residence permit for investment). It is issued by AIMA (Agência para a Integração, Migrações e Asilo, the Agency for Integration, Migration and Asylum), which replaced the old SEF border and immigration service in October 2023.

AIMA inherited hundreds of thousands of files. Legalisation requests alone numbered 445,000, and according to the minister about 5,000 remain open. The government deliberately put investors at the back of the line, citing social equity: people already living and working in Portugal first, fund holders later.

Now the queue has reached investors. Staff grew from 723 to 850, and about 30,000 biometric appointments have been booked for golden visa applicants. That sounds brisk, but an office visit is not a card in hand. The bottleneck simply moved: people used to wait years for a fingerprint invitation, now they wait for a decision after it.

Why it matters: the agency is changing leadership again

On October 6, 2026 the government confirmed AIMA's next president, board member César Teixeira. The Council of Ministers still has to formalise the appointment, and current head Pedro Portugal Gaspar remains in office for now. For a three-year-old agency, that is a third leader. The migration staff union has publicly demanded that the new president actually know migration, which says a lot about the mood inside.

For an investor, the change means internal priorities may be reshuffled again. One minister made the promise to clear the queue in 2026, a different team will carry it out.

How long the Portugal golden visa really takes

There is no official deadline that is actually met. When AIMA redesigned the procedure in 2025, figures of 30 to 90 days were floated. In practice:

  • New 2026 applications take about 14-18 months from filing to first card. Biometric invitations for recent files arrive after roughly 8-9 months.
  • Old 2021-2023 files now being closed took around four years on average. That is why the average for completed files keeps rising even as the queue moves.
  • Renewals have been filed fully online through the AIMA portal since February 16, 2026, one of the few predictable parts of the process.

Application status can now be tracked online too. If a file is stuck, the remaining route is court action to compel the agency to decide. We explain how that works and what court reform changes in our piece on lawsuits against Portugal's migration agency.

What changed for Portuguese citizenship

The second piece of bad news matters more than the first. Organic Law 1/2026 (Lei Orgânica, a law that needs a qualified majority) was published on May 18 and took effect on May 19, 2026. It raised the naturalisation period:

ApplicantBefore May 19, 2026From May 19, 2026
EU and CPLP nationals5 years7 years
Everyone else5 years10 years
Clock startsIn practice from filingFrom the first card

CPLP (Comunidade dos Países de Língua Portuguesa, the Community of Portuguese Language Countries) covers Brazil, Angola, Mozambique, Cape Verde and several others. For every other investor the maths is simple: 14-18 months waiting for a card plus 10 years from the day it is issued. From filing to the right to apply for a passport is about 11 to 11.5 years. For the full citizenship requirements, including the language exam, see our guide to Portuguese citizenship.

There is good news too. Permanent residence is still available after five years, and the programme itself is intact: routes, family inclusion and the minimum stay requirement are unchanged.

Which Portugal golden visa routes work now

Real estate was removed as a route in October 2023 by Law 56/2023 (the Mais Habitação, More Housing, package). These routes remain:

RouteMinimumKey condition
Investment fund units€500,000No real estate, maturity of at least 5 years, at least 60% in Portuguese companies
Company and jobs€500,000Set up or recapitalise a company and create 5 permanent jobs
Scientific research€500,000Transfer to accredited research institutions
Culture and heritage€250,000Support for the arts and national heritage
Job creationNo amount thresholdAt least 10 jobs

The presence requirement is still the programme's trump card: 7 days in the first year and 14 days in each following two-year period. No other European programme asks for so little. But with a 10-year citizenship clock, remember that a week a year gives you residence, while a passport also needs A2 Portuguese and genuine ties to the country. Tax is a separate topic, covered on our Portugal taxes page.

Who the Portugal golden visa still suits

  • People who want European residence, not a passport in five years. The right to live in Portugal and travel visa-free in Schengen is still there, just slower.
  • People who planned to invest in a European fund anyway. Then residence is a bonus on the investment rather than its purpose.
  • People ready to actually move. If you will live in Portugal regardless, look at Portugal residence based on income or the digital nomad visa: less capital, same citizenship clock.

Who it does not suit: anyone who saw the golden visa as a shortcut to an EU passport. That Portugal is gone.

Alternatives if Portugal is too slow

If the goal is fast status in Europe, compare Greece residence by investment: decisions come faster, but property thresholds have risen to €400,000 and €800,000, and since October 2026 permits are revoked over hidden rebates, as we covered in our piece on Greece's golden visa. If you need a second passport specifically, look at programmes where citizenship is the direct result: Turkish citizenship by investment, Malta citizenship or Paraguayan citizenship via permanent residence. A full comparison is in our overview of European golden visas.

Our services for Portugal

We support a move to Portugal from choosing the route to the residence card and beyond, up to the citizenship application.

We also handle the side steps: the NIF tax number, a bank account, company registration for the job creation route, and housing in Lisbon and other cities. The country overview is on our Portugal page.

We will review your situation for free. Tell us why you want Portugal: EU status, a passport or life by the ocean. We will tell you honestly whether the golden visa fits or a faster route exists.

FAQ

How long does the Portugal golden visa take now?
New 2026 applications in practice reach a first card in about 14-18 months, with the biometric invitation arriving after 8-9 months. Old 2021-2023 files are being closed after around four years on average.
Can I still get a Portugal golden visa through real estate?
Property purchases stopped qualifying in October 2023 under Law 56/2023. The main routes now are investment fund units from €500,000, a company with 5 jobs, research from €500,000 and culture from €250,000.
How many years until the golden visa leads to Portuguese citizenship?
Since May 19, 2026 the requirement is 10 years of legal residence, or 7 years for EU and Portuguese-speaking nationals. The clock starts with the first card, so filing to passport takes about 11 years.
How many days a year must I spend in Portugal on a golden visa?
The minimum is 7 days in the first year and 14 days in each following two-year period. Citizenship additionally requires A2 Portuguese and genuine ties to the country.
What can I do if AIMA does not decide my golden visa application?
An applicant can file a court action to compel the agency to decide. Lawyers licensed in Portugal handle these cases, and checking the file status on the AIMA portal comes first.
