Brazilian citizenship for Russian citizens in 2026

5 min read ·

A Russian does not have to give up the Russian passport: Brazil allows dual citizenship. Citizenship comes after 4 years with permanent residence, or after a year with a Brazilian child or spouse.

In short

  • Timing: 4 years with permanent residence, from 1 year with a Brazilian child or citizen spouse.
  • Dual citizenship is allowed: the Russian passport stays, and the Russian Interior Ministry is notified within 60 days.
  • Language: Portuguese at intermediate level or higher, proven by the state exam.
  • Entry: Russians stay in Brazil visa-free for up to 90 days.
  • The main risk: a Russian criminal record certificate in the wrong form - and months of waiting.

In detail

Brazil is one of the few countries where a Russian citizen does not have to choose between passports: the previous citizenship is kept on naturalisation, and since 2023 Brazilians themselves no longer lose their citizenship when acquiring another. A Brazilian passport opens about 170 destinations visa-free or with a visa on arrival. A detailed look at the conditions, documents and steps is on the page Brazilian citizenship; here are short answers for Russian citizens.

How long you must live in Brazil before citizenship

Type of naturalisationFor whomResidence in Brazil
Ordinaryany adult foreigner with permanent residence4 years
Reduceda parent of a Brazilian child, a spouse of a Brazilian citizen, for meritfrom 1 year
Extraordinarythose living in the country continuously with no criminal record15 years

Common conditions for all: legal capacity, residence in Brazil, the ability to communicate in Portuguese and no criminal record.

How a Russian starts on the road to citizenship

Russians stay in Brazil visa-free for up to 90 days, but residence time requires a residence permit. The main routes for Russian citizens:

  • A pension - a transfer to Brazil from $2,000 a month, residence for 2 years with renewal.
  • Remote work - income from $1,500 a month from abroad or $18,000 in the bank; more on the Brazil digital nomad visa.
  • Property or business - investment in housing or a company; more on Brazilian residence.
  • A Brazilian child - family reunification residence and the right to citizenship after a year.

Citizenship through a child: the shortest route

A child born in Brazil is Brazilian by birth under Article 12 of the Constitution, even if the parents are foreigners. Citizenship does not pass to the parents automatically, but they receive family reunification residence and can apply for naturalisation after a year in the country. More on the page giving birth in Brazil and citizenship and in our article on giving birth in Brazil in 2026.

The Portuguese exam

The main proof of language is a certificate from the state exam in Portuguese for foreigners at intermediate level or higher. The exam is held twice a year, in Brazil and abroad. If you are learning from scratch, allow at least six months: it tests not only grammar but the ability to write coherent texts.

Documents from Russia: how not to lose months

The criminal record certificate is ordered from the Russian Interior Ministry on paper: the electronic extract from the state services portal is not suitable for an apostille. Every Russian document needs an apostille and a sworn translation in Brazil. Brazilian bureaucracy is unhurried but demanding: every paper must be recent, apostilled and translated.

How to apply for citizenship: steps

  1. Preparation: certificates, apostilles, translations, proof of language - 1-3 months.
  2. Application online through the government portal.
  3. Federal Police review, with a request for further documents - answer within 30 days, or the case is closed.
  4. Ministry of Justice decision and publication in the official gazette - from a few months to a year.
  5. Citizen's documents: identity card, passport, electoral registration.

A 30-day deadline to answer the police - a common way to lose a year

The law does not stop you from applying for Brazilian citizenship on your own. But mistakes cost more than the fees: an electronic criminal record extract instead of a paper one, documents without an apostille or sworn translation, a missed deadline to answer the Federal Police and residence time counted from the wrong permit. We choose the basis for residence, prepare documents from Russia, manage the portal application to a decision and remind you to notify the Russian Interior Ministry. We guarantee professional work and a transparent process, and in most cases a result on the first application.

The cost of support depends on the route to citizenship and family size; our manager in the chat will calculate it.

Dual citizenship and obligations to Russia

The Russian passport is kept, but a Russian citizen must notify the Interior Ministry of the second citizenship within 60 days of receiving the Brazilian passport or of entering Russia. Failing to notify carries criminal liability. Rules for other countries are in our overview of dual citizenship in 2026.

Taxes depend on residency: a Brazilian resident pays tax on worldwide income; more on the page taxes in Brazil.

How we help

The law does not stop you from applying on your own. But mistakes cost more than the fees: the wrong kind of certificate, a missed deadline to answer the police, insufficient time with permanent residence. We choose the basis for residence, prepare Russian documents with apostilles and translations, manage the portal application to a decision and remind you to notify the Interior Ministry.
