Montenegro residence permit for Russians in 2026

For Russians in 2026 a Montenegrin residence permit is no longer a convenience but an entry pass. From 1 November 2026 Russian citizens need a visa to enter, while the holder of a valid temporary residence card enters on it without a visa. At the same time, amendments adopted on 31 December 2025 raised the bar: property for a permit must have a tax value of at least 150,000 euros, about $170,000, and an own company must pay at least 5,000 euros a year in taxes and contributions, about $5,600, for the permit to be renewed. For those who work on a laptop, the digital nomad route is the cheapest: no apartment and no local company are needed. For an entrepreneur an own company is more flexible, but an empty company kept just for the card no longer works: without $5,600 of taxes and contributions paid it will not be renewed. Property remains an option for retirees and those who were going to buy a home by the sea anyway.

How to get a Montenegro residence permit after 1 November: step by step

  1. Enter legally. On a C visa - up to 90 days in any 180; on a D visa - up to 180 days a year. The law expressly provides the D visa for property owners and digital nomads, and it must be applied for no later than 60 days before the trip. Holders of a valid Schengen visa or a visa of the USA, UK, Canada, Japan, Australia or New Zealand can enter without a Montenegrin visa for up to 30 days.
  2. Collect the package: an international passport valid at least three months beyond the permit, means of subsistence, accommodation, health insurance, a criminal record certificate with an apostille and translation, and documents for your ground.
  3. Apply online through the Interior Ministry's information system and come for a photo and fingerprints within 10 days of entry.
  4. Wait for the decision - by law up to 40 days. Someone who filed a complete package while their stay was legal waits for the decision in the country.
  5. Renew on time - in the window 60 to 30 days before expiry, and only on the same ground.

How much a Montenegro residence permit costs

State fees are modest: about $80 for a residence and work permit, and a consular fee of 35 euros, about $40, for a C visa. Mandatory state payments for one adult total from $120, excluding health insurance, accommodation and the visa centre's service fee. Everything else depends on the ground: for a nomad it is insurance and rent, for a company owner taxes and contributions from $5,600 a year, for an owner a home from $170,000 and property tax of 0.25 to 1.5% of value a year. The law does not forbid applying for a Montenegrin residence permit on your own. But after 1 November 2026 any mistake costs a visa: a card ended by a 31-day absence, a renewal filed after the 30-day window, an apartment with a tax base below $170,000 and a company that did not pay $5,600 of taxes and contributions in the year. Where Russians lose their permit

  • An absence longer than 30 days. The temporary residence permit ends, and after 1 November returning without a card is possible only with a visa.
  • A tax value below the threshold. What counts is not the contract price but the tax base in the tax office's decision on property transfer tax.
  • Changing the ground at renewal. Bought an apartment and a year later decided to live on company income - that is a new application, not a renewal.
  • A company without turnover. Without taxes and contributions of $5,600 or more paid for the year, renewal will not be approved.
  • The nomad pause. After 4 years a new permit is issued no earlier than 6 months later, while permanent residence requires 5 years of continuous living.
