Belarus is the only country where a Russian citizen gets permanent residence simply for being Russian. The Russia-Belarus agreement on equal rights of citizens of 24 January 2006 makes Russian citizenship a basis in its own right for a permanent residence permit. Other foreigners need, for example, seven years of lawful residence for the same.

What a Belarus residence permit gives

A permanent residence permit puts a Russian citizen on a par with Belarusian citizens in almost everything:

  • employment and business without separate permits;
  • social security, including pensions;
  • healthcare and education on general terms;
  • buying a home and other property rights.

The difference from a citizen comes down to three things: elections, a Belarusian passport and military duty. That is why for many Russians permanent residence is the final stop rather than an intermediate one.

How to get a Belarus residence permit: step by step

  1. Enter Belarus and find housing where you can register.
  2. Collect documents and apply to the citizenship and migration unit at your place of residence.
  3. Wait for the decision: the whole procedure takes about two months.

After 5 years of continuous residence with permanent status you can apply for citizenship under the general procedure, and there is also a simplified procedure by treaty for Russians.
